State Initiative • State Government invited BPNI in 2005 • Identification & review of existing data • Documentation of current situation of IYCF practices at district level (2006) • State consultation to share IYCF data and develop State Plan of Action (2007) • Implementation of Plan of Action (2007 onwards)

Documentation of current status of IYCF • All 13 Districts covered • BPNI facilitated research coordinator, research team – consultant & field workers • Data based on Quantitative, Qualitative and Hospital practices aspects. • Analysis of data, tabulation and report writing • Mid term discussions

  7. State Consultation • Sharing data • Development of state level plan of action • Participants – ICDS/ Health Department, including district & block level functionaries of ICDS and Health, professional organizations, PRIs • Discussions on IYCF, possible interventions, Group discussions on advocacy, training, IEC, hospital practices • Development of state level plan of action

Key Points of Action Plan • Universalize first hour breastfeeding, exclusive breastfeeding up to 6 months, continuing breastfeeding upto two years with semi solid nutrition after 6 months. • Involvement of different Departments- Health, Panchayat, Rural Development, Dairy, Information, ICDS etc. • Core Committee at State level, Headed by Principal Secretary Forest & Rural Development Commissioner

  9. Capacity Building • Orientation of all women Self Help Groups on IYCF. • Anganwadi / Mini Workers, ANM & ASHA to be trained as Breastfeeding Counselors. • Focus on family counseling

  10. Convergence with Health • ICDS offices at district & block level to be developed as Breastfeeding Counseling & Assistance Centres . • Government Hospitals, Community & Primary Health Centres to be covered under Baby Friendly Initiative . • Breastfeeding Counseling Desk in Government Female Hospitals to provide Demonstration. • Encourage Private hospitals to train staff on Breastfeeding Counseling • Honoraria proposed for ASHA to assist mother in first hour initiation

  11. Key Points of Action Plan • IYCF Guidelines 2006 & IMS Act to be part of graduation courses in Home Science, Nursing, Medical and in school education from 9th class onwards • State Nodal Officers for IYCF & IMS Act

Key Points of Action Plan • Promotion of research on Breastfeeding at University & Medical Colleges level. • Involvement of professional associations to promote Breastfeeding in private hospitals • Collection & analysis of Breastfeeding related information in monthly progress reports of ICDS & Health Departments

  13. Interdepartmental Coordination • Breastfeeding promotion messages on dairy milk packets • Orientation of PRI representatives on Breastfeeding promotion • Government Departments to promote crèches at workplace, Industry & Labour Departments to issue guidelines

  14. IEC • 2008 to be celebrated as Breastfeeding Promotion Year • All Government advertisements to focus on Breastfeeding promotion • Wall writings at Anganwadis, ANM sub centre, Panchayat Bhawans, Block offices, Hospitals

  15. Incentives • Awards to Breastfeeding Friendly parents, villages, Blocks, Urban Areas, Districts • Breastfeeding promotion to be criteria for Award scheme for Anganwadis • Voluntary organizations to be involved in Breastfeeding Promotion

  16. Monitoring and evaluation • Quality of trainings to be ensured • Weight monitoring each month for 0-12 months age group • Breastfeeding 1st hour • Exclusive breastfeeding 0-6 months • Continuing breastfeeding upto two years with semi solid nutrition after 6 months
