Membership Applications – First Six Months • PHAP opened for membership applications on 24 November 2010 • Since that time (6 months), we have received 859 applications for membership • 403 (47%) applied for membership only • 355 of these were accepted (about 88% acceptance rate) • 456 (53%) applied for membership in the context of applying for a training • 371 of these were accepted for membership (81%) • 267 were accepted for both membership and for the specific training to which they applied (59%) • 111 actually attended a training so far in 2011 • Overall, PHAP accepted 726 for membership (85% acceptance rate)

Possible new measures of success in terms of recruitment • Number of newly admitted members > 800 • Average years of relevant experience of newly admitted members > 7 (just a suggestion, if we want to include something about the “quality” of the membership – could use other criteria instead or in addition) • Rate of becoming Members in Good Standing >50% • Retainment rate of >50% of Members in Good Standing.

Review of selection criteria and process • Current selection criteria: Minimum two years of relevant professional experience. • Proposal for consideration: Minimum two years of professional experience that has contributed directly or indirectly to the deployment of humanitarian assistance and protection activities, such as planning of operations, implementation of programs, evaluation of programs, management of humanitarian operations and/or organizations, engagement in legal and policy developments, as well as advocacy work, and a demonstrated understanding of humanitarian affairs.

Typical questions that arise: • Line between humanitarian and development-type assistance in conflict situations and complex emergencies? • People working for an agency that does humanitarian work even though that individual is more involved in what looks like development assistance (women’s empowerment, public health planning, etc.)? • People dealing with post-conflict environments, working with refugees, doing reconstruction, etc.? • Disaster preparedness, disaster risk reduction? • Long-time military personnel (non-lawyers) who have some experience with humanitarian response in natural disasters but not a full two years? • Police officers with some exposure to post-conflict situations, tasks related to training and security sector reform? • Security of humanitarian operations? • Logistics or admin for a humanitarian agency with no policy or project management responsibilities? • Policy work (often in academic context) related to the humanitarian field? • Advocacy? • Civil right lawyers working in conflict areas that do not deal with IHL or IHRL per se? • Relevant experience but not recent, currently working in an unrelated field

Example Applicant No. 2 - BORDERLINE • Junior Policy Officer, Mission of Canada (Geneva). • Claims four years total experience, 2.5 years related to HAP. • 32 years old. • Presently working for the Permanent Mission of Canada in Geneva (since 6 months) on a variety of arms control and disarmament issues. The bulk of my work centres on the Anti Mine Ban Treaty and the Convention on Cluster Munitions, both of which base themselves on the protection of civilians from these weapons. Previously, I worked (2 years) for a Canadian NGO, Humanican, which promotes sustainable humanitarian assistance around the world. This culminated in my leading of a group of students to India where we taught locals how to build bio-sand water filters to provide clean drinking water to rural communities in Rajasthan.

Example Applicant No. 5 - BORDERLINE • Program Analyst, Women for Women International. • Claims 10 years total experience, 5 related to HAP. • 48 years old. • Worked and managed projects in conflict and post-conflict countries (Angola, India, Congo, Colombia, Lebanon). Previously, for two years with Search for Common Ground, was responsible for managing humanitarian relief, capacity building and the reintegration of refugees projects in the DRC. Additional responsibilities included preparing budgets and financial reports for all European funders and USAID; developing projections, forecasts, and project burn rates; preparing budget estimates for our three year strategic plan; developing spending trend analyses; preparing funds reports; developing and implementing field office financial and personnel policies and procedures; analyzing Congolese employment and labor laws and regulations; and interacting with local NGOs and local and state government officials. Other experience seems to be more oriented towards development assistance (global health, HIV/AIDS, malaria, tuberculosis, women’s economic empowerment, etc.).

Example Applicant No. 11 - BORDERLINE • Training Coordinator, Plan International. • Claims 4 years total experience, all 4 related to HAP. • Describes own experience as mainly in the area of community based disaster risk management with of focus on inclusion of children, child-centred responses included. Has worked in Bangladesh and Nepal. Worked with CARE Nepal (1 year) prior to working with Plan Bangladesh (3 years) and then Plan UK as Training Coordinator.

Example Applicant No. 13 - BORDERLINE • Program Assistant (GS-6), UNICEF (Afghanistan). • Claims 14 years total experience, 10 related to HAP. • Working for UNICEF, as program assistant mainly for education section and promote girls’ education and provide more access to out-of school children.
