Local Strategy Documents Edinburgh Local Policing Plans 2017-2020 • Children and young people enjoy their childhood and fulfil their potential. • Along with partner agencies, work together in an effort to jointly reduce the causes of antisocial behaviour in our communities. EADP Alcohol and Drug Partnership • Improve prevention and early intervention for children who have developed alcohol issues.
NHS Health (Scotland) • Young people want information that supports them in making their own choices and to be able to access support if or when they need it. There should also be a focus on building personal skills that help young people to make choices to minimise unwanted risks, build resilience and strengthen other protective factors for wellbeing. National Mandatory Licensing Conditions • preventing public nuisance, protecting and improving public health, and protecting children from harm.
Changing Scotland’s Relationship with alcohol. Alcohol Concern 2017 • Reduce the exposure of children and young people to alcohol marketing or to limit its appeal. • Early interventions help to identify vulnerable children at a younger age which can improve their life chances and choices.

Objectives • Reduce incidents of alcohol sales to young people under the age of 18. • Reduce proxy purchasing and general supply of alcohol to those under the age of 18. • Reduce youth related anti-social behaviour associated with alcohol consumption. • Improve the health of young people so that they are aware of the consequence and risks associated with drinking alcohol. • Improve general understanding of safe drinking limits and the law relating to the sale of alcohol to young people. • Develop a responsible retailing ethos and effective partnership approach in the CAP area that embraces Challenge 25 and acceptance of PASS.

How does a CAP work? CAPs focus on the following issues: • Underage sales • Proxy sales • Proof of age schemes – Challenge 25 • Underage drinking • Underage alcohol related anti-social behaviour • Underage alcohol related littering • Wider influences on young people e.g Street drinking/CSE/DV/Legal highs/Energy drinks
Working together we have forged strong partnerships, from schools to independent retailers. We have brought about a change in attitude, amongst young people, towards alcohol. I am pleased to report an 80%+ reduction in seized alcohol along with a reduction in alcohol related disorder.
