ESTIMATING THE GENERAL CONDITIONS General Conditions: cost of trailer, temporary utility, cost of supervision. Sharpen your pencil; It can kill you Process reviews indicate that some states are not estimating the cost of general conditions. Same cost is used for all projects.
ESTIMATING THE GENERAL CONDITIONS • Use CPM to justify completion date. • Bring together the Estimator, Superintendent, Project Engineer, and Scheduler to properly cost the Liquidated Damages. • Do not use same LD amount for all projects
REPORTING REQIREMENTSFOR FHWA-45, FHWA-810, AND FHWA-47 • FHWA-45: • Is required for all projects on the NHS = > $500,000. • Submit two weeks after the award of contract and no later than the fifth of the month after the end of the quarter. • Information on bid prices for major items
REPORTING • FHWA-810: Bid tabulation • Is required for all F-A const. project on the NHS. • Submit to Division Administrator. • Certified by STA official. • Show details on 3 low bidders. • Submit within two weeks of the award of contract.
REPORTING • FHWA-47: Record of materials • Is required for all projects on the NHS that are $1 million or more. • Contractor completes at end of contract and submit to STA. • Information on final costs of wages, salaries and materials used by the contractor. • State DOT personnel verifies information.
Common errors made on form FHWA-47 • Failure to complete all the pre-marked items on the form with asterisk • Unreasonable gross labor earnings • Lumber reported in board feet instead of thousand board feet
COMMON ERRORS CONT’D • The cost of materials and labor is greater than the final construction cost (with no indication that the contractor lost money) • Culvert sizes reported which do not exist

USEFUL HINTS • Always report your project in a timely manner. • Make sure all information is completed on the forms. • Include your name and the State in the subject line of the e-mail. • Not reporting the data may cause your State to lose funding. • FHWA forms: www.fhwa.dot.gov/programadmin/contracts/ • The States are to use the new FMIS Improvement type codes, not the work type codes.
