TP312 Review Project Initial Plan • Regulatory Process to amend a CAR • Cabinet Directive on Streamlining Regulations • CARAC regulatory process • 5 - 8 years !!! • More efficient process?

NPA Drafting • Last consultation with TC-Industry group - March 2011 • Drafting into 5th edition – June 2011 • Translation – October/November 2011 • Quality assurance of the French document – December 2011 – January 2012 • Start of public consultations (March/May 2012)

Regulatory Review of theIFR Regulations • Currently, CAR 602 specifies take-offs for all Canadian aircraft as being governed by visibility only, and landings by published DH / MDAs only • Need to regulate landings as being governed by visibility as well as DH / MDAs
Future Changes to IFR Regulations • Development of IFR Regulatory Review Project, with “gate to gate” philosophy • Project underway - presentation to the CARAC Technical Committee anticipated at Spring 2012 meeting
Change to Airport Certification Criteria • Problem: term “Scheduled Service” in CARs Part VII (e.g., scheduled C150 versus charter B757) • Solution: remove “scheduled service” from Part III and determine another criteria for certification • Issue Paper presented and accepted by Civil Aviation Regulatory Committee (CARC) • Next step: Initiation of the review 2011/12
Land and Hold Short Operations (LAHSO) • NPA presented at the November 2010 CARAC meeting updating TP 143 Aircraft Designators (e.g. Stop Group Categories and airline designators) • ICAO Air Navigation Commission (ANC) decision on LAHSO • Announcement at 2009 CARAC Plenary to harmonize with U.S. LAHSO
RESA • Presented to CARAC in November 2010 • Stakeholder comments presented to CARC January 2011 • Cost Benefit analysis conducted and presented to CARC March 2011 • NPA to be re-tabled at September 2011 CARAC
