    Aid should be on budget approved by Parliament. Why? Donor aid is unreliable Difficult for Government to quickly reallocate if no budget provision has been made Little political accountability if off budget

    Why do donors choose different aid modalities? Wish Government allocates funds more in line with their priorities Wish Government modify or further develop aspects of policy or plans Wish to ensure aid is used for the purposes intended Policies/legistation
