The CVD project aims to rationalize existing IT systems and create a new IT architecture by bringing together statisticians and IT experts. It includes activities such as inventorying applications, developing guidelines and standard software, and implementing a unified storage system. Opportunities for cooperation with member states are also highlighted.

Project definition • CVD = Cycle de Vie des Données / Data Life Cycle The new CVD project was launched in June 2004 with 2 main objectives: • Rationalisation of existing IT systems. • Creation of a new IT architecture. • How: Putting together statisticians and IT experts.
CVD GroupStatisticians/IT experts Collection Subgroup Validation Subgroup Production Subgroup Organisation IT Internal Steering Committee (ITSC) Development/Implementation Teams Development of guidelines and standard software User Interface CVD Data Storage Metadata Management Building Blocks CVD Manager Reference Dissemination
Results: Rationalisation of applications • Detailed inventory of applications, base for rationalisation and new development. • Bilateral meetings between IT and statistics production units to check possibility for rationalisation. • Survey on use of resources for data collection/transmission. • Recommendations on use of software for development. • Started rationalisation of code lists. • Documentation: Guidelines for documentation and preparation of IT technical annexes.
Results: IT architecture • Proposal for a IT new architecture, based on a common unified storage, a set of building blocks, integrated management of metadata and a CVD manager to coordinate the exchange of information. • List of building blocks / Applications servers. • First prototype of building block. • List of techniques for data validation, link to data quality. • Plan for the implementation of a single entry point.

Objectives • To continue with the rationalisation. • To integrate guidelines for documentation and IT project management with the standards and tools under preparation by DG DIGIT. • To define a common user interface. • To implement the new architecture (2006-2007).
Phase 1 (end 2005) Phase 2 (end 2006) ● Design of storage system + ad-hoc implementation ● CVD manager developed (1st phase) ● Single Entry Point implementation ● Metadata development (1st phase) ● Common browser start development ● Reference database ● Metadata architecture design ● Selected BBs/AS operational ● Structural Metadata Manager – start development ● Development of format for internal exchange ● Proposal of CVD manager ● CVD working (1st phase) ● Architecture for data validation ● Start development of pilot BBs Implementation plan
Opportunities for cooperation with Member States • Exchange of experience in the development of IT architecture for statistical production. • Possibility of sharing methods, standards and tools related to architectures based on building blocks.
