Functional responsibilities (HTM 03-01 Part B Section 2) • Designated Person • Provides senior link between organisation and professional support • Authorising Engineer (Ventilation) (AE(V)) • Provides independent advice on ventilation systems • Authorised Person (Ventilation) (AP(V)) • Appointed in writing by the designated person and is responsible for the practical implementation and management of the HTM 03-01 policies and procedures. • Competent Person (Ventilation) (CP(V)) • Designated by management to carry out maintenance, validation and periodic monitoring of ventilation systems • Infection Control Officer • Should be consulted and involved in policy implementation and management
Ventilation Systems – minimum requirements (HTM 03-01 Part B Section 3) • All AHU’s should achieve minimum standards • All ventilation systems should be inspected annually • Critical systems should be inspected quarterly
Paragraph 3.1 states that “All ventilation systems should be inspected annually to ensure conformity with minimum requirements” • The purpose of the inspection is to establish that; a) the system is still required; b) the AHU conforms to minimum standard (as defined in Section 3 of HTM 03-01 Part B); c) the fire containment has not been breached; d) the general condition of the system is adequate for purpose; e) the system overall is operating in a satisfactory manner.
Annual Inspection and Verification Requirements (HTM 03-01 Part B Section 4) • All critical ventilation systems should be inspected quarterly and verified annually • The annual verification is intended to establish, as well as minimum requirements, that: • the fabric of the area served is satisfactory; • the system performance is adequate with respect to the functional requirement
Inspection and maintenance (HTM 03-01 Part B Section 5) • Annually inspect air handling units • Annually verify efficient operation of critical systems • Use check lists to assist inspection process • Authorised and competent persons to carry out the checks / tests • All records of inspection and maintenance should be kept for at least five years
