  1. European CommissionDirectorate General Information Society and MediaICT for Transport • eCall standardisation: • ETSI MSG Meeting #1 • November 15, 16 2005 eCall DG - 17 November 2005

  2. Contents • Status of standardisation of data transmission: ETSI MSG • Status of standardisation of MSD: ERM TG 37 • Other standardisation issues

  3. Status • ETSI MSG leads the work for transmission of MSD • 3 GPP.SA1 Working on Technical Specifications Report • Draft version 3GPP TR 22.967 V1.1.0 available (Transferring of Emergency Call Data) currently more than 50% complete • Open issues: • SIM / Not SIM • Embedded system / Bluetooth connection • Rational for 4 seconds

  4. Preliminary conclusions – eCall would be based initially on Circuit Switched rather than Packet Switched calls, but should be future proof – eCall shall be designed to avoid unnecesary changes to existing 3GPP standards – The eCall mobile in its normal working operation should not generate traffic on the network until an emergency situation is detected – Once an eCall is established it can only be released by the PSAP operator

  5. Next steps (1) • 3 GPP.SA1 will present TR 22.967 for information at TSG SA-30 in December 2005 • SA1 will continue to work on the TR in SA1-31 meeting and aims to complete the document • The TR MSG will call 3GPP SA1, SA2, SA 3, CT1, CT4, GRAN2 and RAN2for a Workshop on January 2006 in Europe, open to other interested parties, to elaborate the decision • Final version 3GPP TR will be sent for approval at TSG SA-31(March 2006): Decision on Transport Protocol

  6. Next steps (2) • Once the TR is approved, SA1 will prepare the necessary change requests to the existing stage 1 specifications and the other 3GPP working groups will start to work on a technical solution • To be frozen in Release 7 (September 2007)

  7. Other Standardisation issues: MSD • ETSI ERM TG 37 leading the work on MSD charts and data definitions • ISO TC204 WG16 and CEN TC278 looking into it • ISO 24977 eCall using Cellular Networks has now gone to CD ballot in ISO. • This ballot period will end mid February • CEN TC278 has created a new WG15 on eSafety, considering the ISO document • Balloting the eCall work item (until end November), aiming at EN.

  8. Other Standardisation issues • Interface to PSAPs • Fixed Network • Mobile Networks • New Generation Networks • Certifications
