Outline of Technical Cooperation of BRI and NILIM Shin Koyama Coordinator for International Research Cooperation BuildingResearchInstitute Tsukuba, Japan
Content of Presentation • Goals for Research and Development • International Cooperation • Activities of Technical Cooperation • Further Development in Recent Years and Activities for Future - Improvement/Expansion of Training Courses - IISEE net (information net work on inter-net)
BRIGoals for Research and Development • Protecting the safety of the public • Protecting and restoring the global and regional environments • Achieving a high quality of life
International Cooperation • Research Exchange-International Conferences CIB/RILEM/ISO/FORM/etc. • Collaborative Research between Developed Nations US-Japan/France-/Canada-/EU-/etc. Individual Research Exchange • Technical Assistance - International Training Courses (through JICA) - Investigation of Earthquake Disasters and Cooperation for Rehabilitation Techniques, etc.
International Training Courses (through JICA)organized by International Institute of Seismology and Earthquake Engineering (IISEE), BRI • Regular Course (Course on Seismology, Earthquake Engineering & Disaster Mitigation, since1962) • Global Seismological Observation Course (since 1995) • Individual Course
International Training Courses • Regular Course =Course on Seismology, Earthquake Engineering & Disaster Mitigation (since1962) • Aims to foster persons to have high capabilities to plan, teach, and extend technologies related to seismic disaster mitigation • Duration 11.5 months (Oct.-Sep., every year) • Contents 8-months group & 3.5-months individual study • Fields Seismology/Earthquake Engineering/ Earthquake Disaster Prevention Strategies • Number of Participants 20
International Training Courses • Global Seismological Observation Course (since 1995) • Aims to provide seismological knowledge and technologies for identification and detection of signals originated in nuclear tests in seismic records • Duration 1 month & half • Contents Lectures, Practice and Site observation to Distinguish nuclear tests / Outline of CTBT • Fields Global Seismological Observation • Number of Participants 10
International Training Courses • Individual Course • Aims Incentive research on the urgent and specific problems of their home countries • Duration Arbitrary (less than 1 year) • Contents Individual study on a special subject • Fields Seismology / Earthquake Engineering • Number of Participants 5
98 from Peru, the largest among all the countries Participants of IISEE courses from all over the world Total Number of Participants is 1,227 from 97 countries (until Jan. 2005)
1000th participant ( Mr. Kolie Niankoye Kekoura Henry, 1997-1998 S, Guinea)
JICA Projects for Earthquake Disaster Mitigation in Developing Countries • Objective • to develop human resources and physical basis in each countries • to contribute to mitigate disasters through elaboration of seismic codes or other ways • to empower the CP organization to be a national/regional center of earthquake disasters mitigation activities • Scope of Activities • instrumentation of seismometers and strong motion • structural testing • dissemination of information through trainings, seminars, and others • Programs offered by Japanese Government • dispatch of Japanese experts • training of CP personnel in Japan • donation of facilities and equipments for monitoring, testing, R&D, dissemination & others
JICA Project on the Reduction of Seismic Risk for Buildings and Structures in Romania Romania has been receiving damage from earthquakes, such as the 1977 destructive earthquake of M7.5 occurred in the Vrancea district (Total toll 1,578), and working on the reduction of seismic risk through Japanese support. (1) Project Purpose • Improvement and dissemination of technology to reduce building collapse in case of great earthquakes are achieved. (2) Romanian Counterpart • National Center for Seismic Risk Reduction, • Ministry of Transports, Constructions and Tourism (MTCT) (3) Japanese Counterparts • Building Research Institute • National Institute for Land and Infrastructure Management (Ministry of Land, Infrastructure and Transport) (4) Project Period • Five Years from October 2002 to September 2007
JICA Project on the Reduction of Seismic Risk for Buildings and Structures in Romania (5) Project Outputs 1. Effective and low-cost retrofit techniques are developed by Center and acquired by structural engineers. 2. Regulations/ codes concerning seismic issues for both new buildings and existing ones are improved by MTCT and Center. 3. Post- earthquake evaluation techniques of the damaged buildings are developed by Center and acquired by structural engineers. 4. Disaster prevention education for the citizens is improved by Center. Dissemination • Seminars to citizens and engineers • Published matters on disaster mitigation • Questionnaire survey
JICA Project on the Reduction of Seismic Risk for Buildings and Structures in Romania Strong Motion Observation ・7 Boreholes in Bucharest (Red) (Surface, 30m and 80-150m in depth) ・4 Buildings in Bucharest (Yellow) ・6 Free Fields outside of Bucharest Japanese advanced technologies on earthquake disaster prevention is being transferred through providing equipment and dispatching experts. Structural Test Outdoor Soil Tests ・ Boring, Sampling ・ SPT, CPT ・ PS Logging Indoor Soil Tests ・Tri-Axial Compression Test ・Physical Test
Further Development in Recent Years and for futureImprovement/Expansion of IISEE Training Course • Contribution and cooperation of outside organizations • United Nations Center for Regional Development (UNCRD) • Universities • Conferment of Master’s Degree (since 2005/2006) • Graduates of IISEE regular course will be eligible for Mater’s degree of GRIP • Expansion of scope of studies • Earthquake disaster prevention strategies (since 2004/2005) /disaster mitigation policy /hazard assessment /risk assessment • Tsunami disasters (since 2005/2006)
