Establishment of NILIM & IAI-BRI • Functions of NILIM: • Policy Support: R&D to help propose policies and draft policies for MLIT • Technical Document Development: R&D supporting the development of technical documents related to laws and regulations of MLIT • Other Technical Support: providing technical guidance with R&D necessary for public projects by MLIT and local public bodies Wataru GOJO, NILIM, MLIT, Japan

Establishment of NILIM & IAI-BRI • Function of IAI-BRI: To perform R&D activities which are • necessary for the public, • not necessarily to be done by the National Government, and • not expected to be done by the private sector IAI is for ‘Independent Administrative Institution’ Wataru GOJO, NILIM, MLIT, Japan

Establishment of NILIM & IAI-BRI • Characteristics of IAIs: • A mid-term objective is presented by the competent minister. • IAI makes a mid-term plan to achieve the objective and annual operational plans. • The performance of the IAI is periodically evaluated by the Evaluation Committee.
