  1. August 6, 2011 Civil Societies Intervention for Renewable Energy and Demand Side Management Dr. Omkar Jani and Dr. R. Gopichandran Gujarat Energy Research and Management Institute (GERMI), Gandhinagar P: (+91) (79) 2327 5351; E: omkar.j@germi.res.in

  2. Outline • Approach towards DSM • Case of Gandhinagar Solar City • Technological Aid – Smart Grid • Right to Solar CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  3. Approach • Understand the scope of intervention • Extensive survey of Consumers… • Consumer usage pattern, equipment profile, etc. • Domestic, Industry, Municipality, etc. • …Utility… • Load dispatch profiles, challenges, costs, etc. • …Regulation… • Existing setup, vision/ ideas, incentives, gaps, etc. • Conclusion: Identification of areas of improvement CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  4. Approach (2) • Strategize approach and quantify targets • Identify ‘technical’ scope for improvement at various levels. • E.g. Domestic-level: All lights in Gujarat Sachivalaya were replaced by energy-efficient tube lights, and payback was achieved in <1 year. • Set realistic targets • E.g. City-level: Solar Cities Programme by MNRE: Reduce energy consumption by 10% through renewable energy and energy efficiency measures. CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  5. Approach (3) • Implement at various levels • Social campaign • Energy efficiency, habits, etc. • Participate in regulatory processes • Link with ‘good’ ESCOs • Certification/ recommendation • Energy efficient products, smart meters/ home systems, ESCOs, etc. • Perform ‘friendly’ audits CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  6. Use of Distributed (RE) Generation • Relatively simple to install, operate and maintain. • Most popular and globally accepted configuration. • Disadvantage: No availability when grid is down. Photovoltaic Panel (Approx. 1 - 5kWP) Grid-tied inverter Meter 2: Solar Electricity Generation Meter 1: Conventional Electricity Consumption Transformer Grid CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  7. Gandhinagar Photovoltaic Rooftop Programme GoG/ EPD (Project Proponent) GEDA (Nodal Agency) IFC & Consultants (Transaction Str. Advisor) G.R. Funding GPCL (Implementing Agency) GERMI (Project Str., Bid Process) GIDB (For Govt. Approval) Project Implementation Agreement (PIA) Screening & Selection Selection through RFP Approvals GERC (For Regulatory Approval) 2 MW Govt. Rooftops 2.5 MW 0.5 MW Private Rooftops Project Developer 1 (Capacity: 2.5 MW) PPA, based on GERC solar tariff Green Incentive 2 MW Govt. Rooftops Project Developer 2 (Capacity: 2.5 MW) Torrent Power Ltd. (Off-taker) 2.5 MW 0.5 MW Private Rooftops CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  8. Technological Aid – Smart Grid • Can be used for monitoring at: • City-level, and • Domestic-level. • Empowering and decision-making tool. Energy Generation and Consumption data at Auditorium Building, PDPU. CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  9. Smart-Monitoring at a City-Level CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  10. California’s Solar Rights Laws • Solar Rights Act (CA Civil Code 714): bars restrictions on homeowners associations on installation of solar energy installations. • Amendment in 2003: Public entities should not place unreasonable restrictions on procurement of solar energy systems when applying for state-sponsored loans and grants. • Amendment in 2004: Prohibits local governments from restricting the installation of a solar energy system based on aesthetics. • Solar Shade Control Act, 1979: Addresses shade from neighboring vegetations. • Solar Easement Law (Civil Code Sct. 801, 801.5): Provides opportunity to protect future solar access via a negotiated easement with neighboring property owners. CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  11. The ‘Dirty Job’ • Power Theft – a non-technical loss, can reduce the efficiency of a grid to as low as 40%. • CSO’s are in ideal position to help curb this loss. CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  12. Conclusion • Systematic approach is key: • Information • Strategy • Implementation • Knowledge of technology is key. • Approach: Everybody has a right. CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.

  13. The Vision CSO Intervention for RE and DSM, CEE, Ahmedabad; 8 Aug. 2011.
