  3. What is the Integrated Eligibility System? Partnering agencies: DECAL, DCH, DHS, DPH Benefits: • Centralizes client information using EMPI to reduce potential for fraud, waste, and abuse • Provides standard business rules for eligibility determinations • Enhances verification process through integration with DIS and trading partners • Streamlines eligibility processing for customers who transition between medical classes of assistance • Improves reporting capabilitiesto reduce time spent manually tracking and managing workload • Provides a one-stop shopfor consumers to apply for and manage their benefits Eligibility programs: SNAP Child Care WIC TANF Medical Assistance

  6. Committed to serving 50,000 chidren • Funded by the Child Care & Development Fund (CCDF), which comprises three broad and overlapping areas of service: • Child care financial assistance (i.e., CAPS) • Health and safety • Quality improvement initiatives

  7. Who does CAPS support? Children birth through age 13 and children with disabilities or court-ordered supervision through age 18 Families: parents, guardians, or caregivers (e.g., foster parent, grandparent) as well as siblings

  8. What is a priority group? What are the eligibility requirements for CAPS? • Income requirementsIncome for new families must be at or below 50% of the state median income. Once approved, income must remain at or below 85% of the state median income. • Non-financial eligibility requirementsGeorgia residency, child’s age, child’s citizenship or qualified alien status, immunization, parent’s identity, and state-approved activity • Priority group Required for all new families. Priority group status is not required at annual redetermination.

Scholarship Administration Specialists • First point of entry into the CAPS program • Interviews families to determine if they are in a priority group and eligible for CAPS • Assists with identifying a provider • Issues certificates for scholarships to families and providers • If not eligible, shares information about other resources such as 1-877-ALL- GA-KIDS • Special Teams • Processes new referrals for DFCS custody, CPS, and TANF • Processes renewals for DFCS custody and TANF Scholarship Administration

  18. Quality Rated Child Care “Finding child care doesn’t have to be a mystery.”

  19. Quality Rated is a free online tool that helps Georgia families find the right child care, preschool or Pre-K program for their child.

  20. Why Quality Rated? The first five years of a child’s life are vital to their development. Quality Rated helps parents and families ensure their kids have positive, quality early care so they have the best foundation possible for success in school and life.

  21. Quality Rated programs have been evaluated by independent experts.

  22. There are more than 5,000 licensed child care programs in Georgia. 1,600 are Quality Rated.

  23. Quality Rated eligible providers must be star rated by 12/31/2020 in order to continue to receive Child Care and Parent Services (CAPS) funding.

  24. The goal is to provide high quality child care to all families.
