  3. INTRODUCTION • Skills Development one of the core pillars for BEE Implementation in KZN • All Government Departments and entities to be represented on the Work Stream • Focus Areas: Training for the Youth (main focus) Human Resource Development (HRD)

CURRENT STATUS • Meetings held with different focus groups (i.e. various skills projects steering committees, KZN HRD Forum/OTP Skills Development unit) • Certain Departments submitted their Youth skills development initiatives though most of them were not youth specific (many did not provide this information) • Decided upon Methodology and Approach

RECOMMENDATIONS • Work Stream members to submit their Youth Skills Training projects (youth specific initiatives only) • To engage HRD Forum to get full data on provincial HRD • To continuously work close with the Premier’s office Skills Development unit • The work stream to submit a position/recommendations paper after analyzing all the available data and the current ongoing verification results

DISCUSSION POINTS • Creation of a Provincial Skills Development Fund to pursue Skills development training for the youth • 5% of personnel budget to be targeted for skills development (e.g. 2,5% HRD and 2,5% PSDF (in line with 5% on NPAT for Private sector as per the codes)-currently KZN government allocates 1% of personnel budget to HRD • Relevance of HRD targeted areas in government departments: is it assisting personnel to grow to management positions • Extent of Government Dept. compliance with provision of Skills training programme for the youth

CONCLUSION • The BEE Skills Development Work Stream will mainly assist the Province in quantifying it’s efforts towards Skills development for the Youth. • The HRD Forum will continue to quantify the Province’s efforts towards employee development • Thus the two bodies will work together in providing an overall Skills Development Picture in the province from a BEE perspective and enable further engagements for improvement
