  13. Labor Loading HEPL Staffing for IOC/EGSE includes hiring profile of 1 FTE staff in FY02, FY03 and FY04 until stabilizing at 5 FTEs in FY04. Total EGSE staffing is approximately 2 FTEs in FY02/03

  14. Level 4 Budget by FY EGSE labor estimate is low and does not include configuring multiple systems

  15. Issues & Mitigations • Multiplicity of systems required to support parallel development efforts • Enforce commonality of basic infrastructure. • Provide data distribution over ethernet to support subsystem specific EGSE and engineering data displays. • Use COTS hardware and software as much as possible to control cost. KISS. • Leverage RTOS interface systems development off flight software development. • Leverage out-years EGSE maintenance from IOC. • Initial need date of 11/01 is aggressive • Begin development immediately. • Leverage recent Balloon Flight EGSE development. • Obtain subsystem buy-in via IPT. • Trade studies delayed by Balloon Flight • Perform in parallel to EM1 development
