HUMAN RESOURCES MANAGEMENT NDLTC HISTORY • NDLTC was established on March 2008 • Chief appointed on June 2008 • Background – a RoTS since 2002 empowered by Ministerial Directive to establish policy and procedures used for all proficiency and achievement tests also able to manage and administer all proficiency tests
HUMAN RESOURCES MANAGEMENT NDLTC MISSION To evaluate MoD personnel according to STANAG 6001 in order to support a wide range of operations

HUMAN RESOURCES MANAGEMENT NDLTC TYPES OF TESTING SESSIONS • Bi-level STANAG 6001 tests of English • 3 testing sessions per year • Placement tests admin whenever necessary • High rank officers • Staff officers • Deployable troops • Military schools • Civilians working within Defence system • Others on order
NDLTC HUMAN RESOURCES MANAGEMENT ACHIEVEMENTS • 10,886 persons have been tested since 2002 up to 1st semester 2008 - 9920 – English - 966 – other languages • 18,000 individual requests for testing have been processed
HUMAN RESOURCES MANAGEMENT NDLTC TESTING PRIORITIES • Force Goal G 0356 “Language Proficiency of the Deployable Force” • Personnel to fill positions in NATO HQs • Participants to courses abroad • Career accession • Final year military institutions students
HUMAN RESOURCES MANAGEMENT NDLTC WAY AHEAD • Work with Regional teams to develop and validate new levels 1, 2, 3 English and French proficiency tests • Co-ordinate Working Group, trial & validate performance tests IAW Common European Framework for Languages in English, French, German, Russian, Greek, Turkish, Arab, etc. • Establish testing priorities for strategic languages • Enlarge NDLTC and expand its mission
