Comprehensive Needs Assessment Areas of Strength: • Writing, Reading, ELA and Social Studies are the three highest performing subjects • Significantly high completion rate for all students and demographic groups • Successful Dropout Prevention Program • Increased Parental Involvement as academic partners • PBMAS Indicators: NCLB (Migrant, Highly Qualified Teachers, Disciplinary Incident Report), Bilingual/ESL, Special Education and Career & Technology met most performance indicators • Special Education discretionary placement to ISS decreased • Most campuses met Adequate Yearly Progress standards • High levels of communication between district/campus staff and parents • Increase levels of district-wide collaborative teaming • Technology infrastructure for networking is in place • Increase student participation in SAT, ACT, AP, THEA

GOAL 2: ASSESSMENT AND EVALUATION Provide quality support services based on student performance data to ensure program effectiveness that leads to exemplary student achievement. GOAL 3: DISCIPLINE AND SAFE SCHOOLS Provide a safe and secure school environment that is conducive to effective student learning. GOAL 4: HUMAN RESOURCES DEVELOPMENT Support a community of learners that engages professional improvement activities to ensure continual development of high quality staff. Goal 2: Assessment and Evaluation 2.1 Hidalgo ISD will support all seven campuses by utilizing local, state, and national data reports to diagnose the educational needs of all students with emphasis on subgroups, in order to identify educational strengths and limitations.  Review multiple data sources  Local  State  National  Analyze data  Longitudinal  Comparative  Disaggregate  Descriptive 2.2 Hidalgo ISD will employ appropriate and timely interventions to improve the academic achievement of all students  Continuous leadership training  Revise and realign curriculum as needed  Support campuses with instructional resources  Provide additional learning opportunities  Specialized programs

Goal 2: Assessment and Evaluation 2.3 Hidalgo ISD will support all campuses by improving its comprehensive monitoring system in order to evaluate the quality of instructional programs.  District-wide Monitoring system  Program implementation reviews  Innovative monitoring techniques 2.4 Hidalgo ISD will support teaching and learning at all campuses by facilitating professional learning communities and by providing a system of support to ensure program effectiveness.  Provide staff development in the following:  content  instructional approach  technology  Engage in professional learning communities  Summer Principal’s Academy/Bi-weekly Principal’s Meeting  Teacher/staff training  Provide on-site technical assistance on identified areas of need by campus/ departments

Goal 3: Discipline and Safe Schools 3.1 Hidalgo ISD will utilize PEIMS data to evaluate programs that support a safe learning environment.  Implement discipline/safety programs  Character Education  Cops in School  First Year Teacher Academy 3.2 By Spring 2006, Hidalgo ISD will decrease the number of disciplinary violations to the student code of conduct by 25%.  Implement practices that ensure safety  Review PEIMS disciplinary reports

Goal 3: Discipline and Safe Schools 3.3 Hidalgo ISD will refine and monitor the implementation of a quality district crisis prevention plan in order to promote a safe learning environment.  Update the Crisis Prevention Plan  Provide Crisis Prevention training  Implement periodic emergency mock drills

Goal 4: Human Resources Development 4.1 By May 2007, Hidalgo ISD will ensure that 95% of all educators comply with federal, state, and local certification and endorsement standards.  Hire educators that meet NCLB Highly-Qualified requirements  Review certification status of all professional/para-professional  Ensure and monitor attainment of state certifications and endorsements 4.2 Hidalgo ISD will recruit and retain personnel whose philosophy encompasses the district’s vision of “Beyond Exemplary”.  Provide professional personnel with a recruitment/retention incentive package  Engage in recruitment and retention activities 4.3 Hidalgo ISD will enhance the expertise of all personnel by providing high quality learning opportunities.  Enhance the skills of professionals and para-professionals  Provide professional growth opportunities to all personnel

Goal 5: Parent and Community Involvement 5.4 Hidalgo ISD will ensure cooperation between parents, educators, community, and District programs to provide optimum support for increased student success.  Enhance cooperation among schools, parents, community and supporting organizations.  Host district parental conference  enhance cooperation among schools  Recruit parents for literacy sessions  21st Century – campus sessions  Ensure parental participation  committee meetings

Goal 6: Facilities and Finance 6.1 Hidalgo ISD will continuously enhance a performance-based budget that supports student achievement, performance incentives, and employee benefits.  Support student achievement  Develop and implement a performance-based budget  Review and enhance employee benefits 6.2 Hidalgo ISD will set tax rates and optimize collection of delinquent taxes to maximize revenues.  Maximize district revenues  Monitor and report delinquent tax collection status to School Board  Ensure the Tax Office operations contribute in the attainment of district goals

Goal 6: Facilities and Finance 6.3 Hidalgo ISD will provide and maintain quality facilities to support curricular and extra curricular programs in order to attain exemplary student achievement.  Maintain quality facilities  Maintain quality grounds 6.4 Hidalgo ISD will provide training and encourage support staff to continually improve facilities, safety, and performance.  Train support staff  Promote high quality work from support staff by awarding the “Monthly Superintendent’s Cup” to the qualifying campus
