Implementation Plan : Eastern Africa Inputs UNECA _________________ RCMRD _________________ Andre Nonguierma Byron Anangwe Nairobi March2014
Outlines Objectives of the sub-region – aligned and respond to political objectives and priorities Existing Activities (past and present) Future activities (e.g. GMES & Africa) Gaps and needs Overall planning (two and five-year horizon) Focus areas Resource providers / sources of funding References (source material, website links etc. = to build a catalogue)
Objectives of the sub-region • Main Objective • Deployment of Earth Observation capabilities, designed to address socio-economic challenges of Africa particularly food security, environmental stresses, climate change, disaster management and infrastructure development, etc • Specific Objectives • A dedicated continent-wide space imaging information system owned & operated by Africa • Provide services to communities : champion the use of space technology and information services to drive Africa to become more spatially enabled • Foster regional integration and promotes international cooperation in space affairs
Gaps and needs • Applications : Need for core services • Add extra value to existing Information and data bases. • Initiate systematic collection of data to support Resources Management. • Improve connectivity and data exchange between African Stakeholders • Data • Availability of both raw data and policy or decision-making related analyses • Interconnectivity between databases • Easy access from all member states • Scale up • Information, products and services at local level
Focus Areas • Enabling Environment • Multi-level long term Infrastructures and Networking • Strengthen the functions and operational infrastructures of existing regional Centres • Indigenous Space Capabilities • A dedicated continent-wide space imaging information system owned & operated by Africa. Such as the Geo.AfricaSat-1 initiative • A core African scientists and engineers involved in design, planning, development and operation of space missions and satellites systems. • High-Level Education and Capacity Building • Basic training • To maintain operational capacity in space applications for technicians, managers, scientists and basic users • High Level Training • Empower African youth in space science and technology culture at all education levels (schools, universities). • Build a critical mass of African space scientists (pure and applied research)
Thematic Areas Priority applications – Thematic areas GGC.2013 – Keynote Presentation of ECA Executive Secretary
Conclusion • To leverage the enabling capabilities of space science and technology for the continent development agenda, Africa must evolve space policy with a clear vision and strategy which must guide to : • establishment of an intergovernmental coordinating body that oversees space activities and where stakeholders needs and expectations can be expressed and discussed • development of national and continental infrastructures in all levels of space technologies design, deployment and operational management • enhancement and expansion of international cooperation with emphasis on intra-African cooperation UNECA – GiSS
