For the 2010 specifications, only the following styles should be on levels 1, 2, and 3: Level 1: Heading 1, Heading 1 (12 pt), and Heading 1 Modified 14 Level 2: Heading 2 Level 3: Heading 3

The Problem Opening the document map in your document may cause a random scrambling of the outline leveling in your document. This means that some paragraphs will have their assigned outline level scrambled, resulting in problems with the table of contents. Saving with document map open makes the situation worse. The Recommendation Avoid using document map. However, if you do use it, do not save your document with the map open and check that the outline leveling has not been scrambled for your paragraphs.
Correcting the Problem One way to correct the outline leveling in your document is to perform the “Find” function and search for outline level 1. Then, click “Find Next” until you come to an instance that needs to be corrected and reapply the style to that paragraph. Continue through your document. Perform the same steps for outline levels 2 and 3.
You can also use the “Reveal Formatting” command to check the outline leveling in your paragraphs. To use this command, you must customize your quick access toolbar.
