PART A: THE GENERAL INFORMATION OF THE PROJECT The title: Development of Information System for Forestry sector Location: Ha Noi and 3 pilot provinces (QuangNinh, ThanhHoa and ThuaThien Hue) In ThuaThien Hue, the project is implemented in 2 pilot districts: PhongDien and PhuLoc and 1 pilot commune: LocThuy, Phu Loc. PART B. EVALUATION OF THE PROJECT IMPLEMENTATION I. Advantages and disadvantages F O R M I S | Development of Management Information System for Forestry Sector 1. Advantages The project implementation has received great support of competent authorites and functional agencies at all levels who created the convenient conditions for the project deployment. There is a close combination between Natural Resource and Environment sector and Agriculture and Rural Development and Statistic sector at provincial and district level. The province has been developed the basic database for districts within it and improved WAN in whole province, that enable sectors to integrate their data into the common database system of the province in order to serve management. 2. Disadvantages The data which is used for decision making inforestry sector is scattered, complicated and not in time. The data is not standardized and needs to be processed when being used. The current IT systems of all sector at provincial and district level are not robust enough, lack human resource for enhancement, operation and updating changes Data and information resources scattered at state agencies are not homogenous in term of data standards The development of an integrated system and updating formation are not simple, that need to have an updated and common system for management.
II. The achievements of project result areas Result 1: Development of information standards and information sharing mechanisms International and local forestry experts compiled forestry information standards and organized workshops to discuss with provincal and district IT WG in order to finalize the set of information standards and information sharing mechanisms and plan at central and local level. 2. Result 2: Development of information management system The forestry information management indicators were updated into Data matrix developed from the beginning of the project. Data matrix descibes specifically the forestry data system required for all levels, including GIS and forestry statistics data. Development and completion the overall design of database in order to identify targets and solutions for overall development of forestry database system. Completion of forest resources inventory at Loc Thuy commune, Phu Loc district; development of the forestry information portal and application of the forestry reporting system at provincial, district and pilot commune levels. 3. Result 3: Enhancement of capacity for information collection and management PPMU organized 16 training events covering 314 participants at all levels (forestry and agriculture officers, rangers, natural resources and environment officers, statistic officers, Forestry companies, Forest management boards). Thanks to these training events, capacity of officers was improved and they already applied effectively trained lessons for their daily work. Evaluation of training courses was implemented through Training evaluation forms delivered at the end of each course. In general, all training courses fulfilled trainees demands and support pratically their tasks in offices. F O R M I S | Development of Management Information System for Forestry Sector

4. Result 4: Upgrade and newly establisment of IT infrastructure FORMIS project has provided and upgraded the IT infrastructure (server, computers, printers, GPS devices, photocopiers, ...). FORMIS Hue already received and handed over equipment for agencies at provincial level, 2 pilot districts and Loc Thuy People Committee, details as below: General evaluation: PPMU delivered equipment in accordance with objects and plan of PMU. III. Disbursement Thua Thien Hue PPMU has been organized to implement and completed well assigned tasks and managed and used allocated budget in accordance with purposes, economically, and effectively, detail as below: Total budget: 5.689.012.727 vnd TFF funding: 4.958.012.727.vnd Counterpart funding: 731.000.000vnd F O R M I S | Development of Management Information System for Forestry Sector
IV. The project effectiveness The project activities have improved capacity of IT application, software installation, especially QuantumGIS software has been used by mostly forestry agencies, whereby computer-based data management is implemented quickly, easily for data collection and processing. Investment of adequate and modern IT equipment brought good chances for provincial and district forestry officers to improve capacity of using new technologies for sector management. The forestry information portal and the forestry reporting system created convenient conditions for forestry officers to update accurate and unified information and data from central to local level. V. Recommendations and proposals This is the initiative step to develop softwares and reporting system for forestry sector, therefore it needs to continue completing and upgrading them in order to apply effectively in whole province. It should organize more training courses to improve capacity for forestry officers on FORMIS system in order to create efficiency diffusion of FORMIS I We propose that VNFOREST will continue concerning and investing FORMIS II for Thua Thien Hue to scale up this model for all districts and communes in whole province.
