General Douglas MacArthur His job: • to put Japan back on its feet • make sure Japan was not a threat to other countries • prevent communism from spreading into Japan
The Emperor • The Emperor was an important part of Japanese culture(he was considered a god) • MacArthur wanted Japan to be democratic • It was decided Japan would become a constitutional monarchy
The “MacArthur Constitution” • A two house parliament called a Diet • The Emperor was now a symbolic ruler • Universal suffrage-everyone over age 20 can vote • Bill of Rights
Limits of Power • Japan signed peace treaties • Japan could not declare war • Can only attack if attacked first • Agreed to pay war reparations • Not permitted to build military • American troops remained until 1951
