introduction • The Recent changing scenario, role of Information, Communication and technology (ICT) widely acknowledged in effective monitoring, supervision and evaluation mechanism at all levels to accomplish the basic objectives of the project/department. • However, since a large number of schemes target individual beneficiaries, the department faces challenges such as: identification of the right beneficiary, accessibility of schemes/services to beneficiaries, fund disbursement to beneficiaries. Continue • In order to address these challenges, the Shivpuri District of Madhya Pradesh wherein most of the beneficiaries belong to underprivileged sections, the district administration has decided to use IT as a primary tool for effective governance. NIC Shivpuri
BACKGROUND • Shivpuri district is lagging behind in all parameters of development especially in tribal dominated area. As per Census 2001, Saharia tribe share 16 percent of total population of the district. • The service accessibility of people in the tribal dominated reasonably very poor and rampant corruption prevailed in all strata of functionaries. Thus, it is necessary to increase the service accessibility in this area and can be achieved through the strengthening monitoring and supportive supervision in the system. • Shivpuri district administration is planning to practice a new innovation using ICT as a tool (model) conceived in a group of visionary people in the district that is Integrated District Development Register or Beneficiaries Information System (BIS) for the proper monitoring and evaluation of the schemes/programs. concept • Integrated District Development Register (IDDR) is unique and pioneer in view of mapping of beneficiaries and villages with various schemes under a database with their identification like Ration Card, PAN Card, UID etc. It will help to improve the services accessibility to poor and deprived people (Saharia Tribes) as well as also help to govt. officials at different level to track progress of implementation of various schemes.
