The Proposal : Scope and Status • Proposal for a new structure and function for the Children’s Safeguarding Board – open to feedback and ideas • Identification of four key roles / function that could benefit from being joint adult / children's • Remaining Adults board structure is not included in this proposal • This is a proposal subject to agreement – and then a move to formal consultation and development
Principals of the new organisational structure and functions • Renewed focus on “multi agencyworking together” in the application of practice standards and learning • Continued to commitment to “partnership membership” with more delivery less talk! • Sub Boards : Focus on primary areas of “high risk” and “underdeveloped” child protection practice facing the “multi agency group”.
Worcestershire Children's Safeguarding Partnership (WCSP) • Independent Chair of Children and Adult Boards and Get Safe Partnership Board • Accountable Partnership membership of sub boards • Sub Boards – Programme of meetings in line with the business • Quarterly meetings of sub board chairs – monitor and coordinate effective delivery of “whole board” business plan and cross reference with Adult Safeguarding • Annual meeting of WCSP wider partnership (existing WSCB) – evaluation and assurance of outcomes and future business planning
Sub Boards • Get Safe : Priority safeguarding risk and contextual harm facing children and young people. Underdeveloped and High Risk. • Safeguarding Practice Review Boards: High Risk are of practice with multi agency learning. • QA Practice and Procedures : Audit of Core working together practice, Evaluation of service user experience and outcomes of our “multi agency "working and analysis of the MA data set
Learning and Development • Programme of L&D informed by sub boards. • Training and developing the multi agency workforce to “work together” • Delivery of briefing, training and information events by multi agency practitioners. Bringing Accountability and Ownership
The Money……… • Funded by three statutory agencies – LA (Worcestershire Children First) CCG, and Police • Proportionate funding – single agency financial demands and split agency contributions • Moving to a 45%/40%/15% split by 20/20 • Removal of existing other agency contributions
Next Steps • Feedback from board members on this first proposal – 28th February 19 • Liaison with Adult Board to further consider impact • Undertake engagement with staff / HR – February 19 • Final proposal for agreement 13th March 19 Board development day • Worcestershire proposal to Dfe – April 19 • Implementation – April - June 19
