  4. EPA FOSC Report • Emergency Responses in FY 2011 to date: • Hazardous Substances (CERCLA) = 12 • Oil Spill (OPA) = 6 • Time-Critical Removals (clean ups) in FY 2011 • Hazardous substances sites (CERCLA) = 15

  5. Oregon City Mercury Spill • Mercury found on driveway of residence. Homeowner tried to clean it up, but instead spread it around. • Issues: • Homeowner would not provide access. Had to obtain warrant. • Assessing outdoor mercury contamination when it’s constantly wet and raining.

  6. PGE Substation Fire • Fire at PGE substation in Newburg, OR caused explosion of PCB oil containing equipment. Sprayed road, adjacent building, cars, trees. • Issues: • Low level PCB contamination – below TSCA regulatory levels. • Oversight/direction of PRP lead response.

  7. Portland & Western RR Derailment • Derailment involving tank cars of ethanol. Fire consumed most of 22,000 gallons released, but some firefighting runoff entered adjacent wetland with ESA species. • Issues: • Ethanol itself is neither an oil or a haz sub. However, denatured with up to 5% gasoline. • No indication of product or sheen in wetland – FOSC demobilized and OR DEQ oversaw remaining cleanup.
