DTV Transition Referrals From Broadcasters to FCC • The FCC expects broadcasters to refer calls to the FCC Call Center when a caller asks questions about anything other than their ability to receive the broadcaster’s station(s), such as: • Converter Box Coupons • Transition Statistics • Information About DTV • Installing a Converter Box • How to Buy a DTV • The FCC will refer calls about reception issues back to local stations
DTV Transition FCC Call Center • FCC Call Center Agents will troubleshoot incoming viewer calls, exhausting all relevant FCC resources to issues like: • Channel Scanning and re-scanning • Check Connections • Antenna Selection & Adjustments • If these do not fix the problem, agents are instructed to offer to refer callers to the station whose signal is not being received • Second, if a caller specifically asks for a station’s contact information, the Agent will provide the contact phone number that is available in CDBS (as entered by the Broadcaster)

DTV Transition DTV.GOV: Broadcaster Resource • From the DTV Transition Statistics page, Broadcasters can use the dropdown menu to Research and View a multitude of Transition Statistics: • Percentage of Digital Transitions • Population • Household Information • Demographics • Call Volume Distribution Statistics • Call Type • -Which you can filter by both • DMA and time period Converter Box Coupon Statistics
DTV Transition DTV Outreach • Special new web site for the voluntary reporting of detailed information regarding opportunities for face-to-face DTV education • https://dtvsupport.fcc.gov/broadcaster-s Once you have accessed the DTV Outreach site, login with your Username(FRN) and Password • Your Username and Password is from the FCC CORES System • The Hometab shows all Events and Efforts you have previously submitted, if any • The New sub tab displays Events and Efforts awaiting review • The Approved sub tab displays FCC-approved Events and Efforts The Rejected sub tab shows FCC-rejected Events and Efforts • The Duplicate sub tab shows Events and Efforts that have been entered more than once for the same Event or Effort.
DTV Transition DTV Outreach • The Search tab allows you to search through current and past Outreach records • Click on the down arrow to select a service type • To narrow search results the user can enter in the Service Consumer ID Fill out the Type(s) and Topic(s) on the and/or the Submitted Date • The New Service tab allows you to create a new Consumer Outreach Effort (on-going) or Consumer Outreach Event (one-time) • Outreach Effort: Please submit a separate entry for each type of outreach • If your Event Organizer doesn’t appear, check other • This information will be provided in dtv.gov and provided by call center agents • Enter a number consumers can contact you for information • Fill out the location name where the service is being provided • Complete remaining data entry and click “SUBMIT”

DTV Transition Regulatory Checklist • Publicizing Help Walk-in Centers • Stations input information into DTV.gov and monitor web site to see what official walk-in centers have been established in markets • Information needs to be integrated into daily help center notifications • Can be crawls or spots within 10 days (4/10 Public Notice) • Common sense on timing to benefit consumers

DTV Transition Regulatory Checklist • Publicizing Early Shut Off Times • Stations must notify viewers if they plan to end analog service before 11:59:59 p.m. on final day of service • Notification through their required PSAs, crawls, and other on-air consumer education • Also required to be part of 30-minute program—for all stations in the market (can be done with a graphic)

DTV Transition DTV Spots: Best Rotations • Antenna, Re-scan spots are required by FCC • New “How To” spot may meet your specific requirements on both issues • Ask your station counsel – esp. if your station is switching VHF/UHF bands • End of campaign: Rotation of countdown, re-scanning, How-To
DTV Transition NAB Online Survey • Stations will receive calls from viewers, June 11-15 • FCC will send callers to local station numbers • Information critical to address media, FCC inquiries in aftermath of transition • NAB will tally results online • Stations submit information on www.nab.org
