PROJECT’s AIM • Better understanding, monitoring and controlling environmental pollution and public health risks posed by industrial activities in the Fergana Valley. • Development of respective national and regional monitoring strategies, plans, networks as well as the institutional strengthening of the regulatory bodies and their supporting scientific background institutions.

PROJECT’s OBJECTIVES/STEPS •  Rapid risk assessment and ranking of environment and health mutual trans-boundary risks originated by the selected industrial sites, with prioritisation of risks related to individual sites. • Definition of preventive and mitigation measures necessary reduce the identified risks, including recommendations for emergency situations management.

  5. PROJECT’s OBJECTIVES/STEPS • To promote the public participation on the risk management. • To support the institutional strengthening of the national Bodies competent in monitoring and management of industrial risks. • To provide scientific support to the competent Institutions.

  6. THE APPROACH : • Transfer and share ofexperiences and organization (not only external expertise) • Work performed by trained CIEs, with assistance of ICARO • Orientation toward the problem-solving, since the very beginning

MILESTONES • April 2005: Training seminar in Cortona and designation of CIEs • May-June : First mission in Uzbekistan, contracting Osh Unit • June-July : Starting info/data organization & collection • August: Training informatic seminar for Osh Unit • September: Transfer of informatic tools, starting in Kyr/Taj • October – November: Starting of investigations supplementary campaign in Kir and Taj – Starting assessment process in Kyr • December 2005 – January 2006: Restarting and rerouting the Project in Uzbekistan • January 2006: Completion of investigation supplementary campaing in Kyrkyzstan

Kyrgyzstan STATUS • General info/data framework acquired • Drilling and sampling in the pond completed. • Chemical analysis of the mud, nearby river waters and wells performed • Air sampling and analysis in programme HAIDARKEN – ANTIMONY FACTORY WASTES POND • Maps elaboration: Topographic, geologic and hydrogeologic • Assessment to be completed within March 2006 • Reporting to be completed within April 2006

Kyrgyzstan STATUS • General info/data framework acquired • Drilling and sampling in the tailing ponds completed. • Chemical analysis of the muds, nearby water wells in progress • Air sampling and analysis in programme KADAMJAJ – ANTIMONY FACTORY WASTES POND • Maps elaboration: Topographic, geologic and hydrogeologic • Assessment to be completed within March 2006 • Reporting to be completed within April 2006

Tajikistan STATUS • General info/data framework acquired • Drilling and sampling in the dump in progress. • Chemical analysis of the dump samples and nearby water wells in programme • Air sampling and analysis in programme KANIDABAM PESTICIDES DUMP • Maps elaboration: Topographic available, geologic and hydrogeologic in programme • Assessment to be completed within April 2006 • Reporting to be completed within April-May 2006

Uzbekistan STATUS • General info/data framework to be restarted • CIEs organization and cooperation framework to be established • No investigations supplementary campaign programmed (Industrial accident risk assessment) • Informatic tools to be delivered • Maps elaboration: Topographic, geologic and hydrogeologic in programme FERGANA OIL REFINERY • Assessment to be completed within May 2006 • Reporting to be completed within June 2006

  13. Tajikistan OUTLOOK PROJECT AND FEASIBILITY STUDY FOR RECLAMATION AND PUT-IN-SAFETY OF THE DUMP. KANIDABAM PESTICIDES DUMP Proposal has been already presented to possible donors, since the Bratislava meeting (Under POP Convention or other forms). The Project shall be shared and jointly led with local experts and structures and shall foresee the utilization of the national resources
