Proposed FareChange 5% increase across all serviceseffective July 1, 2014 No elimination or reduction of service is proposed Consistent with: • Needs expressed in the Administration’s Way Forward Transportation Plan of January 2013 • Requirements of the July 2013 Transportation Finance Legislation • MBTA intent to move to smaller, predicted fare changes to meet increases in operating costs

Key Fares • Bus and Subway CharlieCard • Increase $0.10 • Senior and Student CharlieCard • Increase $0.05 • Commuter Rail Single Ride • Increase by $0.25 to $0.50 depending on distance • Ferry Single Ride • Increase by $0.25 to $1.00 • Monthly LinkPass • Increase from $70 to $75 • Monthly Ferry and Commuter Rail Pass • Increase by $5 to $17, depending on distance

Title VI: DisparateImpact Disproportionate Burden • Federal requirement from October 2012 • Agency must define threshold impact and burden on minority and low-income populations • MBTA proposed policy: • For major fare increase • Greater than 10% difference in impact / burden • For major service change • Greater than 20% difference in impact / burden • For minor fare increase or service change • Greater than 20% difference in impact / burden

  5. Fare ImpactAnalysis Report • Prepared by the Central Transportation Planning Staff (CTPS) of the Boston Metropolitan Planning Organization (MPO) for the MBTA • Provides impact analysis of: • Equity • Emissions • Ridership • Fare Revenue

  6. Impact: Ridershipand Revenue • Decrease in ridership of: • 2.8 to 3.8m trips • 0.7% to 0.9% of trips • Increase in revenue • $20 to $24m in new fare revenue • Up ~4%

  7. Impact: Equity No disproportionate impact or burden on minority or low-income populations

  8. Impact:Emissions Air quality will be fundamentally unchanged

  9. Fares:Special Notes • RIDE fares will not change in FY15 • $3 Base ADA fare • $5 Premium fare • Student 5-day validity Monthly Pass will be $26 • +60% off regular monthly pass • Student 7-day validity Monthly Pass will be $26
