Purpose of the Perkins Act of 1998 • Build on the efforts of states and localities to develop challenging academic standards. • Promote the development of services and activities that integrate academic, vocational and technical instruction and that link secondary and postsecondary education.
Increase state and local flexibility to provide services and activities. • Disseminate national research and to provide professional development and technical assistance that will improve vocational and technical education programs.
Accountability The state eligible agency establishes performance measures that consist of: • core indicators of performance; • additional indicators of performance; and • state adjusted levels of performance.
Local Plans • Eligible recipients must submit a local plan covering the same period of time as the state plan. • The statute requires the local plan to cover ten basic elements. • Eligible recipients are required to support 8 mandated activities and may support 15 permissive activities.
Distribution of Funds Funds are allocated based on the number of individuals who are federal Pell grant recipients at each institution.
Local Uses of Funds • To strengthen the academic, vocational, and technical skills of students. • To provide students with strong experience in and an understanding of all aspects of an industry. • To develop, improve, or expand the use of technology in vocational and technical education.
Local Uses of Funds • To provide professional development programs for teachers, counselors, and administrators. • To develop and implement evaluations of vocational and technical education programs. • To initiate, improve, expand, and modernize quality vocational and technical education programs.
Local Uses of Funds • To provide services and activities that are of sufficient size, scope, and quality to be effective. • To link secondary vocational and technical education and postsecondary.
