The Context • Foreign Teachers’ English Course (FTEC): English native speaker as a teacher teach English as a second language. • Wanquan Primary School (WPS) • From 2008 Fall, FTEC opens in 1st grade to 6th grade instead of 3rd grade to 6th grade. • Teaching assistants are needed in 1st and 2nd grade.

Performance Problem • There is a decreasing trend of enrollment rate for the Foreign Teachers’ English Course in the 1st and 2nd grades from Fall 2008 to Spring 2009. • The enrollment rate fell down from 85% to 80%, while the desired rate is 90% which is a a criterion for considering a course as a compulsory course into the curriculum. • The enrollment rate of 1st and 2nd grade is lower than the other grades each semester.

Importance of the Problem • younger children (6-10 years old) are better second language (L2) learners than older children • Student’s English competency: oral English and listening • School reputation • The impact to the enrollment of upper grades in future • Students’ interests in English learning

Seek Possible Solutions • Needs Assessment (NA) • step 1: select sources for NA • Foreign teacher; parents; students; TA; school manager • step 2: determine stage of assessment • stage 1: interview school manager who is concerning about FTEC curriculum. • stage 2: interview foreign teachers • stage 3: group meeting of TAs • stage 4: gather information from parents and students by survey • stage 5: classroom observation

  7. Seek Possible Solutions • Step 3: select and use TNA Tool • person to person interview; small group meetings; print surveys; observation. • Step 4: create items • seek problems, details, feelings, causes and information of the respondent.

  8. Approaches for the Solutions • Foreign teachers: training, lectures about how to using relative teaching techniques and teaching strategy; provide sufficient needed utilities; provide more variable learning material. • TA: training for skills of facilitating instruction and communication with students and foreign teacher. • Parents: lectures or meetings to introduce the content and purpose of FTEC. • Students: give incentives like reward at the end of the semester for good grade students • Fix a new time of FTEC as a in school program instead of out of school program. • Modify the tuition fee of FTEC. • Have small class instruction.
