  3. Long ago, in a galaxy far, far away ... Mid-70’s – early 80’s Recognition of AAUP increased Faculty shared governance emerged as more fully recognized higher education management concept “Tri-University system” classified staff compensation policies became less flexible

  4. CONTEXT • AFSCME – American Federation of State, County, and Municipal Employees • Raises Not Roses • Staff Advisory Council

  5. It was a very good year … • Classified staff need way to express concerns • 5 person committee worked with Billy Joe Varney, VP of Admin Services, and Chuck Sakwa, Director of Personnel • Result: birth of the Staff Advisory Council in 1984

  6. Overview • Constitution and bylaws chartered in 1991 • Central themes … • Inclusion in University governance • Strengthen communication with campus constituencies and NAU/ASU staff councils • Involvement in salary and benefits issues • Advocate for improving efficiency, effectiveness and equity

  7. Early Achievements • University-supported Child Care Assistance Program • Formal employee recognition program, including cash awards • Payment for accumulated sick leave upon retirement • Orthodontia benefits • Recognition as legitimate member of shared governance community

  8. Subsequent Accomplishments • Pay increases to red-circled staff • Membership on significant committees (SPBAC, CAC, UCAT, President’s Cabinet, etc.) • Staff Connection newsletter • Full implementation of true salary minimums • SAC-sponsored Town Halls • Non-voting seat on Faculty Senate • Formation of AUSC • Staff Endowment Fund • Employee Recognition Week

Mission Statement The University of Arizona Staff Advisory Council exists to foster and enhance communication between the classified staff and the University community; to provide a forum for discussing and defining the role of classified staff in the University; to represent and advocate their concerns within the University and statewide; to advise and make recommendations on existing and proposed policies and procedures; and to ensure inclusion of classified staff on University committees.
