PURPOSE- The Facility Engineer Advisory Council (FEAC) advises the Chief, Installations Division of the National Guard Bureau (NGB) on pertinent installation management issues that effect the 50 states, 3 territories, and the District of Columbia in accomplishing the facilities mission. Charter OBJECTIVE- To focus assets and time to identify the most important problems and then concentrate our resources to solving those issues first.
RESPONSIBILITIES- Each FEAC Area representative raises issues of state and national importance which cannot be solved at the local level. Issues are developed by Area FEAC members and raised to the National FEAC. Issues brought to the National FEAC will be discussed by the members to determine if they merit resolution as a national issue. If an issue can be solved by education or training, this is normally done through information papers from the NGB proponent. Charter

Cooperation from all offices on ASIP Understanding that TROUPERS feeds ASIP ASIP transient training numbers drive MILCON requirements for transient training facilities RFMSS also plays into these requirements Recommend: All directorates emphasize complete and timely database submissions. Insufficient technician manning State FTEs difficult to impossible - RPOM-PAS Ability to fill vacancies with qualified personnel Equity to incumbents - Access to “old” positions varies CFMO position grading (GS-14) Increased level of supervision (5 GS-12s) Complexity of financial transactions Credit for RPOM-PAS ILO Fed Techs (GS-13 level) Manpower Issues
SRM is migrated in the POM SRM was migrated (and replaced) for FY 04 SRM is adequate for the first time ever Migration monitored by Congress SRM to MILCON
