Agency Boards and Councils • Board of Directors (BOD) • The BoD is one of three formal governance bodies established under the authority of the Director, DFAS. Its purpose is to provide direction to the Strategic Council (SC) and Enterprise Business Council (EBC) and serve as the final decision authority for setting the Agency Strategy, approving the annual Balanced Scorecard (BSC), setting Agency policy and other decisions necessary to fulfill the requirements set forth in the DoD Directive 5118.5, Defense Finance and Accounting Service (DFAS), April 20, 2012. Members include the Agency Director, Principal Deputy Director, Deputy Director – Operations and Deputy Director – Strategy and Support. • Strategic Council (SC) • The SC is one of three formal governance bodies established under the authority of the Director, DFAS. Its purpose is to recommend, oversee, and monitor the Agency Strategy and organizational performance necessary to fulfill the requirements set forth in the DoD Directive 5118.05, “Defense Finance and Accounting Service (DFAS),” April 20, 2012. Voting members are comprised of the BoD and other Senior Level Directors.
Agency Boards and Councils • Enterprise Business Council (EBC) • The EBC serves as the DFAS governance body chartered to fulfill a number of statutory/regulatory requirements, and provides a forum for discussion and vetting of business case analyses or other fact-based analyses and requirements for enterprise-wide programs. • The EBC also provides advice and counsel to the BoD by identifying opportunities for improvement, evaluating alternatives, assessing risk, and making recommendations that result in improvements to business operations. • Additionally, the EBC provides advice and recommendations for enterprise-wide projects and priorities, and leverages knowledge gained from executing initiatives of interest at the enterprise level. • The EBC serves in the role of customer and employee advocate from an enterprise perspective, addressing customer priorities, integrating the priorities into DFAS operational activities/programs, and determining if gaps between cost and/or customer expectations and actual delivery exist. The EBC may address other areas as directed by the BoD necessary to fulfill the requirements set forth in the DoD Directive 5118.05, “Defense Finance and Accounting Service (DFAS),” April 20, 2012. Voting members are comprised of various Senior Level Directors.
