The scene was set • The Facilitator went through a session of; • Introductions • Expectations: • Facilitate greater understanding among African country representatives of upcoming issues at COP-MOP6 negotiation; with specific focus on how decisions may impact national & regional interests • Provide the opportunity for interaction between local & international technical experts on the various thematic areas
Expectations from participants (1) • Network/build relationships • Gain knowledge on substantial issues • Have fun • Reach a harmonised stand • Have a list of prioritized issues to be presented in COP-MOP6 meeting • Hear views from different countries on different issues • Present a common front
Expectations from participants (2) • Become aware of other views • How to negotiate effectively • Address issues of labelling and cost • Understand why the controversies • A clearer understanding of the different interpretations • Unified mechanism of methodology for RA • Strict liability and redress vs Trade and Investment
Things to avoid (modalities of participation)(1) • Avoid fixed mind sets • Unnecessary arguments • Reinventing the wheel • Polarization at regional or national • Marginalisation of countries with minority views • Issues outside the protocol • Running away from real issues of countries, regional and continental • Political considerations
Things to avoid (modalities of participation)(1) • Dwelling on CPB – we should be past those issues • Side shows at meetings • Deviating from workshop objectives • Running away from the real issues at country, regional & continental levels • Imposing personal opinions • Avoid pushing personal interests • Distraction • Avoid overbearing attitude by respecting sovereignty and country positions
Session 2: Background presentations (1) • Overview of MOP1 - 5 with highlights of important decisions & operational moods • A detailed presentation on MOP6 Agenda item 12 on Liability and Redress • Liability and Redress – National implementation guide and impressions on the AHTEG recommendations
Session 3:Background presentations (2) • MOP6 Agenda item 14: Risk Assessment & Management • Report and recommendations from AHTEG that highlighted a road map & the associated guidance • Country experiences on testing the guidance • South Africa • Philippines • Interlude of group discussions to articulate key issues for Africa • these will be revisited in the afternoon session
