Approach 4 & Tech. Prog. 4 relate to HEA. HEA tech. progs would contain DRR activities except during times of crisis when emergency response technical programmes would be used. At such time the Emergency Management System may come into operation Advocacy Each Tech. Prog. would engage ‘higher-level’ partners & government counterparts; LPAs would engage local partners; PFAs would engage very local partners & may employ CVA, connecting local to national. Tech. progs generate reporting & evaluation data suitable to advocate & connect with government & higher level partners Long-term Development The NO’s contextualised Development Programme Approach (DPA) is followed in each of the LPAs. By using DPA the appropriate NO technical programmes can be identified and implemented.

SO Questions on accountability to donors • LEAP 3 ideas would require new ways of marketing sponsorship • How can Marketing be engaged in order to make the necessary changes? • If LPAs were bigger than ADPs and potentially funded by multiple SOs this would be a big change for SOs • This does not have to be the case & where NOs feel they can better manage their programming in this way they would do it in consultation with SOs & the PST

More info. needed/refer to others ‘DME requirements can be fully applied by all NOs & SOs for all Programmes’: • Most comments from all groups said they needed more information before they could comment ‘Enables reporting on how individual registered children benefit from programming’: • Most comments from all groups said this should be possible, but systems need to be adapted to make it a reality • Also a number of comments that the systems we currently have (STEP/STEPWISE) are not fully or consistently used

More Questions • Moving reporting & evaluation to a higher level won’t provide adequate information for accountability to donors • Level of detail available about individual RC & from the LPA/ADP level is a concern • How can we establish how much information is adequate for SOs to be accountability to donors & ensure that this is consistently attainable for NOs?

Supports WV’s Development Programme Approach • Technical Programmes (TPs) must support DPA • How can we measure how TPs are applied? • Technical Programmes are top down and will not support DPA • What needs to happen to ensure DPA is supported by TPs? • Technical Programmes need to be adapted to local context, not one size fits all • How can we ensure TPs are implemented in a way that is sensitive to local context?

Field Testing • Each region is preparing to nominate at least one NO to field test LEAP 3rd Edition in FY14: • Jonathan or Seamus will provide support for each • WAR – four offices interested (including Senegal) • SAR - tbc • EAR – Ethiopia? • SAP - tbc • East Asia - tbc • LACR - tbc • MEER – exploring with Albania

  16. Next Steps • 25 page LEAP 3rd Edition to be drafted next week • Available for rapid review 16-20 September • Draft to be prepared for field testing by end of September • Field testing across all regions in FY14 with support from DPE Team • Using field testing for learning/refinement and ‘fish bowl’ for other NOs/entities • Finalise LEAP 3rd Edition based on field testing • From FY15 onwards NOs begin to transition their programming to LEAP 3rd Edition at a pace and in a manner that makes sense to their context • Designs, evaluations and reporting will continue at the ADP level in line with LEAP 2nd Edition for all programming that is not part of a technical programme • And finally - 'LEAP for Strategy' or 'LEAP 3rd Edition‘
