The Somali Joint Needs Assessment Clusters • Governance, Safety & Rule of Law (UN) • Macroeconomic Policy & Data Development (WB) • Productive Sectors & Environment (WB) • Basic Social Services & Protection of Vulnerable Groups (UN) • Infrastructure (WB) • Livelihoods & Solutions for the Displaced (UN)
Cross-Cutting Issues • Peace-building, Reconciliation and Conflict Prevention (UN-WSP) • Capacity Building (WB) • Gender Parity & Human Rights (UN)
WB+UN in Somalia • UN has strong on-the-ground presence • WB has small LICUS program and minimal history or presence over last 15 years • Perception in Somalia that the WB will not re-engage substantially until the debt issues has been resolved • UN+WB have a Joint Secretariat for the JNA • Donors have so far expressed preference to fund the UN • National versus regional partners
Challenges of working with the WB • Recruitment of JNA experts – WB – output driven, UN process driven – leading to:- • Substantially higher cost on the side of the UN. UN has 40 experts, WB has 20. • Broken momentum & inconsistent presence as WB teams are on more limited contracts than the UN • Field Driven? – applicable to both UN & WB • Slow funding and contractual modalities
Challenges of working with the UN • Consistent presence = ongoing assessment • Having to key into the UN framework – UNDSS, UN flights • WB Output driven versus UN process driven • Turf wars on some sub-clusters such as local governance
Future role – UN&WB in Somalia • Discussion on ways forward for MDTF between the WB & UN not yet taken place • UN positioned for quick impact, highly visible implementation post donor conference • ISFS, SEBSP • Donor preference throughout the JNA for funding the UN
