Agriculture & Nature Division area of inspection: primary production and plant health Such as: • inspections on farms (use of pesticides, vet. drugs, animal feed, farming practices) • transport controls (animal welfare) • trade in (products of) endangered species • plant health (national reference centre) • plant protection (NPPO) • invasive species • export inspections / certification • import inspections / control
National Plant Protection Organization (NPPO) Level 2 The NPPO as mentioned in the IPPC, resorts in the Netherlands under the Netherlands Food and Consumer Product Safety Authority (NVWA)
National Plant Protection Organization Level 2 The Netherlands Plant Protection Organization is: • The National PPO as required under art IV of the IPPC • Integral part of the Ministry of Economic Affairs Responsibilities • Implementation of Phytosanitary policy For example: export inspection, issuance of certificates, surveillance, determining pest status, eradicating pests, and pest reporting. • Supervision of Phytosanitary tasks performed by the Agricultural Inspection Agencies (AIA)

Agricultural Inspection Agencies(AIA) Level 3 The Agricultural Inspection Bodies are a level of government involved with specific phytosanitary tasks: import inspection; field inspection; sampling; testing; plant passports • Charged with performing activities in the public interest; • Under authority of the Ministry of Economic Affairs; • Each work in their own field/sector/specialization; Responsibilities • Implement certain phytosanitary tasks (i.e. plant passport inspections) under authority of the Minister for Agriculture • Follow strict instructions from the NPPO • Report all findings/non-compliances to the NPPO
Agricultural Inspection Agencies Level 3 4 AIA’s, each have their own specialisation: • BKD flower bulb inspection service • KCB Inspection service for fruit, vegetables and cut flowers • NAK Inspection service for agricultural seed and seed potatoes • Naktuinbouw Inspection service for horticulture
The Netherlands Phytosanitary system in summary • Complies with all international agreements and requirements concerning safe trade of plants and plant products. • Consists of 3 levels: Ministry – NPPO – Agricultural Inspection Agencies. • Has clear separation between policy and implementation. • A good working and reliable phytosanitary system is of vital importance for a traders nation as the Netherlands.
EU Requirements for vegetable seeds At the moment the next vegetable seeds have a requirement for a phytosanitary certificate:Beans (Phaseolus vulgaris) Tomato (Lycopersicon lycopersicum)Onions and leek (Allium cepa, Allium porrum)Within the new phytosanitary legislation, active from 1st of January 2019 all vegetable seeds have a phytosanitary certificate requirement.
