Canaan ValleyTucker County, West Virginia Decentralized Wastewater Management Facility Plan January 11, 2006 Pio Lombardo, P.E Lombardo Associates, Inc
Project Status • Existing conditions assessment • Planning period projections • Needs analysis • Alternatives identification & evaluation • Capital budget & user charges • Management, legal, & institutional issues • Preferred Plan
Potential Development • Area of parcels outside of sewer service areas that is not developed – Area within wetlands = Developable onsite area • Exclude State & Federal lands • Approximately 3,200 developable acres • Subtract 20% for slopes, roads, etc. results in ~2,500 acres available for development
Future Wastewater Flows • With development density of 1 EDU/acre & 2.6 capita/EDU = Buildout population of 6,640 • Using 70 gpd per capita, future wastewater flow is estimated at 465,000 gpd • Consistent with previous buildout estimates
WWTF Needs Analysis • I/I issues • Physical condition • System deficiencies
I/I Evaluation • Excessive • CVSP Cabins • CVSP Campground • LOCHOA • Moderate • Black Bear • Some observed • Beaver Ridge • Blackwater Center • CVSP Ski Area • Deerfield Village • None observed • Wildlife Refuge • CVSP Lodge • CVSP Golf Clubhouse • Unknown • Canaan Village • North Point/North Lake • Timberline
Treatment Alternatives • Recirculating Media Filter (RMF) • Recirculating Sand Filter using Black Beauty or other locally available filter media • RMF using high-rate synthetic filter media • Membrane bioreactor
Wastewater Management Scenarios • Base Scenario upgrade/ replace existing WWTFs • Develop others based on following criteria: • Permitted flow • Existing flow • Distance to nearby WWTFs • Topography • Acceptance to consolidation • Ease of implementation
What is necessary to adopt Preferred Plan? • Association agreements to be part of PSD • Existing PSD adoption of Facilities Plan or • New PSD formation & adoption of Facilities Plan
What is necessary to Secure EPA Grant? • Grant Application to and acceptance by EPA with all technical reports & legal agreements – time is of the essence to secure funds
