WHAT IS EMERGENCY “Emergency is an unplanned sudden event of such magnitude, occurring due to deficiencies in the system, natural calamities, and act of external aggression or sabotage causing extensive damage to life and/or property.”
SOURCES OF EMERGENCY IN HYDROCARBON INDUSTRIES AT IOCL,BGR • 1) Knowledge about the hydrocarbon industry. • 2) Knowledge about the use of materials, products, storage, transportation, loading & unloading systems and facilities.
TYPES OF EMERGENCIES • 1) Accident due to fall from height or for any kind of mishaps • 2) Burn cases. • 3 Electrical shock • 4) Electrocution • 5) Exposure to toxic gas. • 6) Exposure to radiation of heat / harmful rays etc. • 7) Fires • 8) Toxic gas leakage • 9) Flammable liquid leakage etc
EXISTING PLANTS AND FACILITIES At present following plants and facilities are in operation:
EMERGENCY SCENARIOS IN A REFINERY • FIRE IN STORAGE TANKS & TANK FARM AREA (MAJOR FIRE) • FIRE AND EXPLOSION IN THE UNIT AREA • BOILER EXPLOSION IN CAPTIVE POWER PLANT • VAPOUR CLOUD EXPLOSION (HYDROCARBON OR LPG) • RELEASE OF TOXIC GASES OR CHEMICALS • LARGE OIL SPILLAGE FLOWING OUT OF THE REFINERY • NAPTHA LEAK IN THE COOLING WATER SYSTEM
OBJECTIVE OF EMERGENCY MANAGEMENT PLAN The aim of a Emergency Management Plan is to detail the action plan to be implemented under the overall command of a chief coordinator to minimise the losses through optimum utilisation of resources. available in the organization as well as the resources available with the external agencies.

ONSITE EMERGENCY A dangerous occurrence in a industrial or other business facility with effects within the boundary wall of the industry which can cause extensive damage to life, property and the environment
OFFSITE EMERGENCY / DISASTER A dangerous occurrence in a public area, effects of which can cause extensive damage to life, property and the environment and calls for immediate and close coordination between Government agencies, Industries, NGO’s and members of the public for effective mitigation activities.
TYPES OF OFFSITE EMERGENCY / DISASTERS • Incident occurring outside an industrial or other business facility • Incident occurring inside an industrial or other business facility with effects extending beyond the boundary wall of the industry
FUNDAMENTAL DIFFERENCE The former type is primarily managed by the civil authorities and industries can only give the type of help sought and for which facilities are available with them. In the latter type, industries have to coordinate with the civil authorities to receive their assistance for mitigation efforts.
SALIENT FEATURES OF OFFSITE EMERGENCY MANAGEMENT PLAN Realising the need for close cooperation between the industries and various central and state government agencies during a disaster outside the industry, the Ministry of Petroleum & Natural Gas, Government of India, advised State Governments and concerned industries to develop off-site emergency plans in addition to on-site emergency plans.
NEED FOR CONDUCTING OFFSITE CHEMICAL EMERGENCY MOCKDRILL To comply with the Gazette of India, extraordinary, part-II-section 3-sub-section (i), No. 241, dated August 2, 1996 of Ministry Of Environment & Forest on “Rules On Emergency Planning, Preparedness And Response For Chemical Accidents” under Environment (Protection) Act, 1986, rule no- 9. “District crisis group shall conduct at least one full scale mock-drill of a chemical accident at a site each year and forward a report of the strength and weakness of the plan to the state crisis group.”- Functions of the District Crisis Group, (2) (g)
State Crisis Group Chair Person : Chief Secretary Member Secretary : Secretary (Labour) Members : All other State Govt. officials as per Schedule-6 of the said Rules. District Crisis Group Chair Person : District Collector Member Secretary : Inspector of Factories Members : All other District officials as per Schedule-7 of the said Rules. To comply with the above Rules, 6 nos. of Offsite Mock-drills had already been conducted in BRPL by the District Administration, Chirang and reports were sent to State Crisis Group.
OFFSITE EMERGENCY/DISASTER MANAGEMENT AT BRPL • THE FIRST OFFSITE DISASTER MANAGEMENT PLAN OF BRPL WAS APPROVED AND ISSUED BY DEPUTY COMMISSIONER , BONGAIGAON ON 22ND FEBRUARY, 2000. • SUBSEQUENTLY THIS PLAN WAS REVISED AND APPROVED EVERY YEAR BEFORE CONDUCTING OFFSITE DISASTER MOCK DRILL BY DISTRICT ADMINISTRATION

DISASTER SIREN CODE BRPL’S DISASTER SIREN CODES: SMALL FIRE: NO SIREN MAJOR FIRE: A WAILING SIREN FOR 2 MINUTES (SIREN WILL BE SOUNDED 3 TIMES FOR 30 SECONDS WITH AN INTERVAL OF 15 SECONDS IN BETWEEN) DISASTER: SAME TYPE AS IN THE CASE OF MAJOR FIRE BUT THE SAME WILL BE SOUNDED FOR THREE TIMES AT AN INTERVAL OF 2 MINUTES ALL CLEAR: STRAIGHT SIREN FOR 2 MINUTES

NOTIFICATION OF DISASTER ANDALL CLEAR SIGNAL • CDEC WILL MAKE AN ASSESMENT OF THE NATURE OF THE INCIDENT AND ITS POTENTIAL, IMPACT ON LIFE, PROPERTY OR THE ENVIRONMENT AND DECLARE A DISASTER BY: • - PUBLIC ANNOUNCEMENT/ORDERING TO BLOW SIRENS • - TO ADVISE CONCERNED DEPARTMENTS FOR: - • RESCUE & EVACUATION • MEDICAL ASSISTANCE • SHELTER CAMPS • TRANSPORT • COORDINATION WITH MEDIA • -THE CDEC WILL DECLARE A “RETURN TO NORMAL”/ALL CLEAR, AFTER ENSURING THAT CAUSE OF DISASTER AND ITS EFFECTS ARE OVER.
ROLE OF ON-SITE CHIEF EMERGENCYCOORDINATOR (CEC) OF BRPL • PROVIDE FULL DETAILS TO CDEC ABOUT THE NATURE AND MAGNITUDE OF THE EMERGENCY AND THE AREA LIKELY TO BE EFFECTED. • COORDINATE INTERNAL FUNCTIONS OF BRPL • ORGANISE TECHNICAL BACK-UP TO THE CDEC. • ADVISE CDEC FOR EVACUATION & ALSO TO SUGGEST • LOCATION FOR REHABILITATION, IF PERTINENT • ALERT CDEC INCASE OF CONTAMINATION IN EFFLUENT • PROVIDE ADMINISTRATIVE AND HARDWARE SUPPORT TO • THE DISASTER CRISIS CONTROL ROOM (CCR) • BLOW ALL CLEAR SIREN ON THE ADVICE OF CDEC
ROLE OF MEDICAL SERVICES • JOINT DIRECTOR (HEALTH), CHIRANG IS OVERALL INCHARGE OF MEDICAL SERVICES BOTH AT SITE OF INCIDENT & LOCATION WHERE EVACUATED PEOPLE ARE SHELTERED • ROLE OF MEDICAL SERVICES: • ESTABLISHING FIRST AID POSTS • EVACUATION OF INJURED PEOPLE FOR MEDICAL TREATMENT • HAVE A COMPLETE LIST OF HOSPITALS, RESOURCES AND BEDS AVAILABLE • ALL CHEMISTS/DRUGGISTS SHOPS TO BE OPENED IMMEDIATELY AFTER THE INCIDENT • PROVIDE MEDICAL ASSISTANCE TO THE INJURED PEOPLE • PROVIDE MEDICAL SERVICES TO THE EVACUATED PEOPLE WHERE THEY ARE SHELTERED
ROLE OF GENERAL PUBLIC • IMMEDIATELY GO INDOORS IF EMERGENCY ARISES • DUE TO RELEASE OF TOXIC GASES • SHUT ALL DOORS, WINDOWS AND VENTILATORS. • BLOCK ALL THE GAPS WITH WET CLOTH & • CURTAINS • IN CASE OF LPG LEAK DO NOT OPERATE ELECTRIC • SWITCHES OR PRODUCE NAKED FLAMES TILL ALL • CLEAR SIGNAL IS GIVEN BY CDEC • EXTINGUISH ALL FLAMES • KEEP TORCHES HANDY AND STORE WATER • COVER NOSE/MOUTH WITH WET CLOTH • DO NOT ENGAGE EMERGENCY PHONE LINES
