4. 4 EUIR AIP Study - Workshop 22nd April 2004 Study - Background The EC states within the call for tender:
“In the context of the legislative proposals on the Single European Sky, the European Commission has proposed to establish a single European Upper Flight Information Region (EUIR) to overcome the fragmentation in airspace. A consequence of this is the development of a single aeronautical information publication relating to the EUIR”
This introduces the need for a EUIR AIP, but how should this be addressed?

5. 5 EUIR AIP Study - Workshop 22nd April 2004 Study - Requirements “The purpose of this contract is to conduct a study to determine the best way in which a single AIP for the EUIR can be implemented. It requires, as a pre-requisite, investigation and analysis of existing material and alternative options towards implementation. The strengths and weaknesses of these options will be compared to each other and, following a selection process, the best alternative will be the subject of further detailed analysis.”
6. 6 EUIR AIP Study - Workshop 22nd April 2004 Study - Scope The Study has a clearly defined scope which is to address the provision of Aeronautical Information for the European Upper-Flight Information Region (EUIR). But,
The solutions, and recommendations made, should also be suitable for a possible extension to Lower Airspace
Although the study is for the provision of Aeronautical Information, the collection and processing of data must be considered
Must be compliant with ICAO SARPS
Recognition of existing investments must be made
No re-inventing the wheel!
7. 7 EUIR AIP Study - Workshop 22nd April 2004 Three Phases The study comprises three phases:
Phase 1
Review of current situation
Identification of potential and existing issues
Phase 2
Development and analysis of potential solutions
Recommendation of the best solution for way forward
Phase 3
Further development of solution
Development of legislative material
8. 8 EUIR AIP Study - Workshop 22nd April 2004 Progress Phase 1 is complete
The Phase 1 report has been prepared and released
Phase 2 is in progress
Interim Phase 2 report has been prepared and released
Will be updated following consultation and review
Phase 3 is not yet started
Will begin once the most suitable solution has been agreed

13. 13 EUIR AIP Study - Workshop 22nd April 2004 Review of Technology The study established the technologies planned or available
State AIS systems are in existence today
These are not yet common and often differ between States, offering little direct interoperability
EUROCONTROL has created the AICM and AIXM standards
These provide the ability for systems to be based around a common standard for information exchange and storage
Application of these standards has been key in the development of new concepts, standards and systems, including:

eAIP
xNOTAM

Each Contracting State shall provide an Aeronautical Information Service
States shall remain responsible for the Information published
Information shall be adequate, of required quality and timely

These have an affect on the solutions formed
Requirements included:
Must address EUIR
Should also be suitable for a possible future extension to lower airspace
Comply with ICAO SARPS
May lead to requests for revision to the ICAO Annexes
Dialogue has already been started with ICAO Paris
Make maximum use of existing investments
21. 21 EUIR AIP Study - Workshop 22nd April 2004 Considerations Taking these requirements into account, many solutions could be formulated, but:
Some solutions may not be acceptable to all Stakeholders
There will be a world-wide client base for the EUIR AIP
May lead to radical, time consuming and costly changes to the current working practices
Could lead to significant institutional, technical and political problems during implementation
The proposals made must have a chance of being implemented

Lacks integration in publication
Must avoid lowering quality, even in the short-term, during the early phases of implementation
Don’t fix what is not broken!
Care was taken to ensure that we did not recommend change where there is little or no real gain

In order to establish and evaluate solutions, the process of creating the EUIR AIP was separated into key functions:
Data Operations
Supporting Concepts
Technology
These later two were addressed separately to ensure that technology was recommended to meet a need
Not just because it existed!
25. 25 EUIR AIP Study - Workshop 22nd April 2004 Data Operations For Data Operations an assessment was made of the activities performed in publishing Aeronautical Information and how these could fit within an EUIR AIP Service Provision
Five key steps were identified in the data process for publication of Aeronautical Information:

Data Processing
Data Publication
Data Distribution
26. 26 EUIR AIP Study - Workshop 22nd April 2004 Location of Operation For each process step an assessment of the possible location of operation was made*
The location of operation refers to the level at which the activities associated with the process step could be performed
These locations were classified as:
Within the State (State)
By a group of States operating in co-operation (State Grouping)
At a European level with one body performing the activities for all SES States (European Level)
* Data Origination was not assessed as this was considered outside the scope of the study

They are provided in tabular form to allow easy comparison
As a result of the large volume of information available it is not possible to cover this during the presentation

The needs were based upon both regulation and good practise
No reference to a means of compliance or specific technology was made unless this formed part of a regulation
The concepts listed are not necessarily to be included within the recommended solution but are provided for consideration
The recommendations section of the report highlights those concepts which are considered essential

National AIP are issued as an eAIP
These may be published in paper also
The eAIP of all States participating in the SES are provided, via the EAD, to the EUIR Service Provider
The EUIR AIP Service Provider uses defined procedures, processes and tools to combine these products into a single EUIR AIP publication
The geospatial information contained within the EUIR AIP is validated against the EAD SDO data
The EUIR eAIP is distributed using the EAD
38. 38 EUIR AIP Study - Workshop 22nd April 2004 Recommended Solution (cont) Advantages seen in this proposal:
Maximum reuse of existing investments
A means of validating the EUIR AIP is provided
No major changes to today’s working practices
Meets the needs of all Stakeholders
States may make benefit of economies of scale by working together, but that is their choice
The solution may be extended later to include lower airspace

There is no need for a firm rule
As long as all information is provided in at least one eAIP
40. 40 EUIR AIP Study - Workshop 22nd April 2004 NOTAM It is anticipated that the number of NOTAM required for the EUIR will be very limited
If the body providing the EUIR AIP service does not ordinarily have a H24 NOTAM service it may not be cost effective for them to include such a service
In this instance it may be more cost effective for the EUIR AIP Service Provider to delegate NOTAM publication and distribution to another organisation which already includes an H24 NOTAM operation
This would be for potential Service Providers to consider

The feedback we have received will now be taken into account in the Phase 2 report
Workshop 3 will outline the final solution and how its implementation will be achieved
