    3. 3 EUIR AIP Study - Workshop 22nd April 2004 Contents The Study Phase 1 Phase 2 Recommendations Lunch Question & Answers Conclusions

    4. 4 EUIR AIP Study - Workshop 22nd April 2004 Study - Background The EC states within the call for tender: “In the context of the legislative proposals on the Single European Sky, the European Commission has proposed to establish a single European Upper Flight Information Region (EUIR) to overcome the fragmentation in airspace. A consequence of this is the development of a single aeronautical information publication relating to the EUIR” This introduces the need for a EUIR AIP, but how should this be addressed? The need for a study

    5. 5 EUIR AIP Study - Workshop 22nd April 2004 Study - Requirements “The purpose of this contract is to conduct a study to determine the best way in which a single AIP for the EUIR can be implemented. It requires, as a pre-requisite, investigation and analysis of existing material and alternative options towards implementation. The strengths and weaknesses of these options will be compared to each other and, following a selection process, the best alternative will be the subject of further detailed analysis.”

    6. 6 EUIR AIP Study - Workshop 22nd April 2004 Study - Scope The Study has a clearly defined scope which is to address the provision of Aeronautical Information for the European Upper-Flight Information Region (EUIR). But, The solutions, and recommendations made, should also be suitable for a possible extension to Lower Airspace Although the study is for the provision of Aeronautical Information, the collection and processing of data must be considered Must be compliant with ICAO SARPS Recognition of existing investments must be made No re-inventing the wheel!

    7. 7 EUIR AIP Study - Workshop 22nd April 2004 Three Phases The study comprises three phases: Phase 1 Review of current situation Identification of potential and existing issues Phase 2 Development and analysis of potential solutions Recommendation of the best solution for way forward Phase 3 Further development of solution Development of legislative material

    8. 8 EUIR AIP Study - Workshop 22nd April 2004 Progress Phase 1 is complete The Phase 1 report has been prepared and released Phase 2 is in progress Interim Phase 2 report has been prepared and released Will be updated following consultation and review Phase 3 is not yet started Will begin once the most suitable solution has been agreed

    9. 9 EUIR AIP Study - Workshop 22nd April 2004 Reporting We will now report on our work to date in phases 1 and 2 A significant amount of material must be presented before lunch We would therefore be grateful if you could keep questions until this afternoon’s session In this way we can ensure that adequate time is available to answer them Please raise questions using the sheets provided We will now provide details of Phase 1 Presented by Mrs Katarina Neuschlova of LPS

    10. 10 EUIR AIP Study - Workshop 22nd April 2004 Phase 1 Phase 1 of the study was used to ascertain the current situation within AIS today What is currently required? What is needed by the SES for an EUIR AIP? What is currently available? What issues exist today or may be experienced during implementation of the EUIR AIP? This was addressed by: Liaison with Stakeholders Review of material and technology

    11. 11 EUIR AIP Study - Workshop 22nd April 2004 Liaison Essential to the study was obtaining information This was achieved by: Questionnaire Sent to a wide audience Workshop 1 Information provided and feedback received Discussions EC EUROCONTROL Stakeholders Key to the success of the EUIR AIP

    12. 12 EUIR AIP Study - Workshop 22nd April 2004 Review of Material AIS Service Providers currently have, or will have to, operate in accordance with various documents These are typically issued by: ICAO European Commission, Single European Sky EUROCONTROL National Authorities Assessed for impact in both directions: What affects they have on EUIR AIP Service Provision Where they may need change to allow the EUIR AIP implementation

    13. 13 EUIR AIP Study - Workshop 22nd April 2004 Review of Technology The study established the technologies planned or available State AIS systems are in existence today These are not yet common and often differ between States, offering little direct interoperability EUROCONTROL has created the AICM and AIXM standards These provide the ability for systems to be based around a common standard for information exchange and storage Application of these standards has been key in the development of new concepts, standards and systems, including: EAD eAIP xNOTAM

    14. 14 EUIR AIP Study - Workshop 22nd April 2004 AIS Today – What is required by ICAO? Annex 15 (Doc 8126) Each Contracting State shall provide an Aeronautical Information Service States shall remain responsible for the Information published Information shall be adequate, of required quality and timely QMS – Quality requirements (Accuracy, Integrity, Resolution) WGS-84 Specifies charts which must be provided in accordance with Annex 4

    15. 15 EUIR AIP Study - Workshop 22nd April 2004 AIS Today – How is AIS provided? ICAO service provision should be made by: The State With, or by, another State(s), or By a non-governmental organisation As a result, the AIS service is provided by: State owned organisation State Enterprise organisation Private Company

    16. 16 EUIR AIP Study - Workshop 22nd April 2004 AIS Today – What are AIS products? Two categories of service / product are available Mandated By ICAO: Integrated Aeronautical Information Package AIP, AIP Amendment, AIP Supplement AIC NOTAM PIB By State: National Regulations Value Added Products e.g. Airfield guides

    17. 17 EUIR AIP Study - Workshop 22nd April 2004 AIS Today - Other services provided? Some AIS provide services which may be considered beyond the scope of AIS as defined by ICAO ARO Flight Planning and Flow Management MET Briefing Procedure Design Survey ICAO Sales Agent Fee Collection Flight Clearances etc. …

    18. 18 EUIR AIP Study - Workshop 22nd April 2004 Issues Delegation of Service Copyright Liability Costs / Charging Integrity Language Provision – Paper and Electronic

    19. 19 EUIR AIP Study - Workshop 22nd April 2004 Phase 2 Phase 2 of the study was used to establish proposed solutions for the provision of the EUIR AIP Assess their feasibility What advantages are offered What disadvantages may be experienced Make a recommendation for the way forward Forms the basis of the work to be undertaken in Phase 3

    20. 20 EUIR AIP Study - Workshop 22nd April 2004 Basic Requirements A number of requirements were specified, by the Call for Tender, for the study These have an affect on the solutions formed Requirements included: Must address EUIR Should also be suitable for a possible future extension to lower airspace Comply with ICAO SARPS May lead to requests for revision to the ICAO Annexes Dialogue has already been started with ICAO Paris Make maximum use of existing investments

    21. 21 EUIR AIP Study - Workshop 22nd April 2004 Considerations Taking these requirements into account, many solutions could be formulated, but: Some solutions may not be acceptable to all Stakeholders There will be a world-wide client base for the EUIR AIP May lead to radical, time consuming and costly changes to the current working practices Could lead to significant institutional, technical and political problems during implementation The proposals made must have a chance of being implemented

    22. 22 EUIR AIP Study - Workshop 22nd April 2004 Considerations (Cont) Today’s working practices are seen as generally being good Lacks integration in publication Must avoid lowering quality, even in the short-term, during the early phases of implementation Don’t fix what is not broken! Care was taken to ensure that we did not recommend change where there is little or no real gain

    23. 23 EUIR AIP Study - Workshop 22nd April 2004 Possible Solutions We will now present how the possible solutions were established This will be presented by Mr Andrej Pener, LPS

    24. 24 EUIR AIP Study - Workshop 22nd April 2004 Solutions There are many ways in which the EUIR AIP may be provided In order to establish and evaluate solutions, the process of creating the EUIR AIP was separated into key functions: Data Operations Supporting Concepts Technology These later two were addressed separately to ensure that technology was recommended to meet a need Not just because it existed!

    25. 25 EUIR AIP Study - Workshop 22nd April 2004 Data Operations For Data Operations an assessment was made of the activities performed in publishing Aeronautical Information and how these could fit within an EUIR AIP Service Provision Five key steps were identified in the data process for publication of Aeronautical Information: Data Origination Data Collection Data Processing Data Publication Data Distribution

    26. 26 EUIR AIP Study - Workshop 22nd April 2004 Location of Operation For each process step an assessment of the possible location of operation was made* The location of operation refers to the level at which the activities associated with the process step could be performed These locations were classified as: Within the State (State) By a group of States operating in co-operation (State Grouping) At a European level with one body performing the activities for all SES States (European Level) * Data Origination was not assessed as this was considered outside the scope of the study

    27. 27 EUIR AIP Study - Workshop 22nd April 2004 Advantages / Disadvantages The Phase 2 report presents the advantages and disadvantages for each option They are provided in tabular form to allow easy comparison As a result of the large volume of information available it is not possible to cover this during the presentation An example is shown on the next slide

    28. 28 EUIR AIP Study - Workshop 22nd April 2004 Advantages / Disadvantages (cont)

    29. 29 EUIR AIP Study - Workshop 22nd April 2004 Supporting Concepts For each data operation we assessed what could be needed to support its operation The needs were based upon both regulation and good practise No reference to a means of compliance or specific technology was made unless this formed part of a regulation The concepts listed are not necessarily to be included within the recommended solution but are provided for consideration The recommendations section of the report highlights those concepts which are considered essential

    30. 30 EUIR AIP Study - Workshop 22nd April 2004 Supporting Concepts (Cont) Data Collection Electronic Media Cyclic Redundancy Checks Data Processing Procedures Cyclic Redundancy Checks Central Repository

    31. 31 EUIR AIP Study - Workshop 22nd April 2004 Means of Compliance For each data operation we assessed what technology could be used as a means of compliance for the supporting concepts discussed The means of compliance listed are not necessarily to be included within the recommended solution but are provided for consideration The recommendations section of the report highlights those means of compliance whose use is considered important This does not always preclude the use of other means of compliance in place within a State

    32. 32 EUIR AIP Study - Workshop 22nd April 2004 Means of Compliance (Cont) Data Collection Data Integrity Tool Data Quality Tool Set Data Processing Data Integrity Tool Static Data Procedures Operating Procedures for AIS Dynamic Data European AIS Database Data Quality Tool Set

    33. 33 EUIR AIP Study - Workshop 22nd April 2004 Means of Compliance (Cont) Data Distribution Internet CD-ROM E-Mail European AIS Database Paper Data Quality Tool Set Data Integrity Tool

    34. 34 EUIR AIP Study - Workshop 22nd April 2004 Recommended Solution A recommended way forward has been established This has been made after consideration of all aspects discussed, including: Current investments and future costs Current situation Technology both planned and available Future needs, both short and medium term and in discussion with: Stakeholders ICAO European Commission EUROCONTROL

    35. 35 EUIR AIP Study - Workshop 22nd April 2004 Data Flow

    36. 36 EUIR AIP Study - Workshop 22nd April 2004 EUIR AIP Production

    37. 37 EUIR AIP Study - Workshop 22nd April 2004 Recommended Solution States continue to work as they do today National AIP are issued as an eAIP These may be published in paper also The eAIP of all States participating in the SES are provided, via the EAD, to the EUIR Service Provider The EUIR AIP Service Provider uses defined procedures, processes and tools to combine these products into a single EUIR AIP publication The geospatial information contained within the EUIR AIP is validated against the EAD SDO data The EUIR eAIP is distributed using the EAD

    38. 38 EUIR AIP Study - Workshop 22nd April 2004 Recommended Solution (cont) Advantages seen in this proposal: Maximum reuse of existing investments A means of validating the EUIR AIP is provided No major changes to today’s working practices Meets the needs of all Stakeholders States may make benefit of economies of scale by working together, but that is their choice The solution may be extended later to include lower airspace

    39. 39 EUIR AIP Study - Workshop 22nd April 2004 Recommended Solution (cont) An eAIP may be provided on differing basis: Per State Per State Grouping Per FAB For an area of Lower Airspace By a Military AIS … There is no need for a firm rule As long as all information is provided in at least one eAIP

    40. 40 EUIR AIP Study - Workshop 22nd April 2004 NOTAM It is anticipated that the number of NOTAM required for the EUIR will be very limited If the body providing the EUIR AIP service does not ordinarily have a H24 NOTAM service it may not be cost effective for them to include such a service In this instance it may be more cost effective for the EUIR AIP Service Provider to delegate NOTAM publication and distribution to another organisation which already includes an H24 NOTAM operation This would be for potential Service Providers to consider

    41. 41 EUIR AIP Study - Workshop 22nd April 2004 Lunch Lunch – until 14:00 We hope that this will provide some time for discussion As with the previous workshop we are using question forms Please complete a question form, per question, and leave it in the tray This will insure that: The best suited person answers your question Sufficient time is allocated to it We are able to take the questions with us and ensure that they are addressed within the study

    42. 42 EUIR AIP Study - Workshop 22nd April 2004 Summary of Solution State AIS work as they do today Enter Static Data into the EAD All States provide an eAIP eAIPs are combined to provide an EUIR eAIP Validated against the EAD SDO data Distributed using the EAD

    43. 43 EUIR AIP Study - Workshop 22nd April 2004 Q & A During this session we will try to answer the questions raised Three possible exceptions: There is insufficient time The question is beyond the scope of the study We are not in a position to answer the question yet In all of these cases we will make sure that the question is addressed after the workshop

    44. 44 EUIR AIP Study - Workshop 22nd April 2004 Conclusions What did we hope to achieve today? Inform you of progress to date Explain the two reports and the background behind them Gain acceptance of the recommended solution Obtain feedback on the proposals made Establish any other possibilities which have not yet been addressed The feedback we have received will now be taken into account in the Phase 2 report Workshop 3 will outline the final solution and how its implementation will be achieved
