Analysis of methodological handbooks • So far, six methodological handbooks have been analysed by different statistical Institutes 11 different analyses. • Then, 6 compared analysis of the different repositories for the same handbooks, have been produced (Rome meeting). • Next steps: • reconciliation • analysis of the unified repository Essnet STAND-PREP Rome, 6-7 June 2011
Reconciliation (1/2) • For each handbook, the partner responsible for the compared analysis should detect • inconsistencies between the two repositories, that could regard • provisions: differences in definition and/or attributes • other objects (methodologies, methods, IT tools, etc.): differences in definitions and/or in links • non-correspondences (missing items in one repository with respect to another). • The responsible partner should list all the identified problems, and discuss them with the other partner, in order to agree on the final result, that is: • a unique repository of validated provisions and other objects, for the given handbook Essnet STAND-PREP Rome, 6-7 June 2011
Reconciliation (2/2) • Example: “Survey Methods and Practice”. • The analyses has been carried out by: • ISTAT (chapters 4,5,6,7,8,10) • ONS (chapters 1,2,3,4,5) • ISTAT is the responsible for the compared analysis, and also for reconciliation. So ISTAT will provide to: • detect problems on common part (chapters 4,5), and on only-ONS part (chapters 1,2,3) • illustrate to ONS detected problems • agree a common solution • build a unique repository for “Survey Methods and Practice”. Analysis of the unified repository (1/2) • After the reconciliation step, and the unification of the different analyses for each handbook, ISTAT will provide to build a unique repository containing provisions and other objects regarding all the 6 methodological handbooks. • At this point, it will be possible to conduct an analysis by considering different starting points. For instance, the GSBPM sub-processes • sampling (Destatis ?) • data collection ( ? ) • data editing and imputation ( ? ) • … Essnet STAND-PREP Rome, 6-7 June 2011
Analysis of the unified repository (2/2) • For instance, we know that some of provisions derived from “Survey Methods and Practice” regard same sub-processes than the provisions derived from “Edimbus” or “Eurostat guidelines on sampling” refer to. • It will be of interest an analysis, for a given GSBPM sub-process, of all the provisions and other objects (in particular methodologies and methods) derived by different handbooks. • This work can give hints on the process of selection and validation of methodological standards that should be carried out in a systematic way in the next years at European and international level.
