Globalisation and the Implications for the OECD Fisheries and Aquaculture Sectors THE BC SEAFOOD ALLIANCE SUMMIT IV November 1st 2005
What is Globalisation? A process towards closer economic integration of markets and market participants. • Not a new situation in fisheries • But the speed may have increased
Globalisation mechanisms: how does it happen? • Traditional trade • Access to resources • Investments • Services
Globalisation: what accelerates the process? • Overexploitation • Increasing demand for fish and fish products • Increasing demand for fishmeal and oil products for aquaculture • Excess capacity
Policy challenges • More open markets (trade, investments, services, etc.) will exert pressure on the way domestic and international fisheries management regimes are framed and developed. • The central challenge is to ensure that fisheries resources (national and international) are exploited in a sustainable way while accommodating the globalisation process.
Globalisation: what are the opportunities • Processing: inventing new products and uses of “fish” • Explore “new” resources • Labelling • Constraints on capture fisheries will underpin the development of aquaculture
Globalisation: challenges • Without endangering the resource base • Explore ways to ensure sustainable development of aquaculture • Ensure sustainable and responsible use and management of resources • In domestic waters • On the high seas
Globalisation: conclusions • Will continue unabated as harvesters and processors adjust, but the nature may change as the industry mature • But national and international institutions can do more and help ensure and support a move towards more sustainable fisheries • Greatest challenge is to get all stakeholders think outside the box!
