CEA METHODOLOGY WHAT HAS BEEN DONE? 1.) NATIONAL LEVEL - DEVELOPING 2.) PRB LEVEL - TESTING
CEA METHODOLOGYON NATIONAL LEVEL 1.) CEA methodology is currently being tested (Krka PRB), the main purpose is: • to identify the most cost-effective set of measures for reaching good water status, • it will help to develope the structure of the information base/database required for undertaking the analysis, • it will help to identify the potential role for models in undertaking CEA 2.) CEA is not developed yet due to: • lack of resources • lack of expertise 3.) Further assistance to develope our CEA methodology: Preparation of the application for the TWINNING PROJECT in order to: • support the lack of national expertise • support capacity building
PRB MANAGEMENT PLAN FOR THE SUB-BASIN KRKA • Krka River: • Danube River Basin District, Tributary to Sava River • Size of chatchment: 2250 m² • Inhabitants: 160.000 • Stakeholders and NGO's: • Local communities (23) • Holders of water rights • NGO's at the sub-basin level • Cost : • 1.100.000 EURO (75% ISPA founds; 25% national budget) • Duration of the project: • November 2004 – September 2006
SCOPE OF WORKRELATED TO TOR • Phase 1 - WFD • Capacitiy building on governmental and local level regarding river basin management planning • Preparation of Pilot River Basin Management Plan and Programme of Measures up to appropriate degree • Phase 2 - UWWD • Elaboration of Feasibility Study for Waste Water Collection and Treatment • Elaboration of Master Plan for Waste Water Collection and Treatment • Technical-Investment Documentation for Wastewater Treatment Plants and Sewage Infrastructure Due to specific structure of the project one of the main results should be the interconnection of principles of the Water Framework Directive and Urban Waste Water Directive reflected in coherent programes of measures

TESTING CEA METHODOLOGY ON KRKA PRB - expected results • A cost-effectiveness database with relevant information on a wide range of measures (relevant to the Krka pilot area and other parts of Slovenia)January ÷ May 2006 • The results of the CEA for pilot river sub-basin CEA will be performed for the set of supplementary measures in addition CEA will be performed for the combination of measures related to the implementation of environmental directives that are the part of the environmental acquis (the so-called basic measures) and supplementary measures.January ÷ May 2006 • The method for designation of HMWBs will be developed and performed for 2 different cases, including CEA and analysis of disproportionate costs on water body scale. May ÷ September 2006
