DNFDenmead Neighbourhood Forum The story so far: • An application to be a Front Runner group • Supported by Winchester City Council • Approved by Department for Communities and Local Government (DCLG) in the ‘fourth wave’ of Community Groups preparing a Neighbourhood Plan – one of 126 in England on 31st August 2011

DNFDenmead Neighbourhood Forum • What does being a Front Runner mean? • WCC has a £20,000 grant from DCLG to help them (and us!) gain insight into the provisions of the Government’s new Localism Bill – how Neighbourhood Plans will work • For DCLG, our feedback will improve the detail of the legislation as it is prepared

DNFDenmead Neighbourhood Forum • What is a Neighbourhood Plan? “A new way for communities to decide the future of the place where they live and work” • Able to Choose where we want new homes • Have a say on what those buildings should look like • Even ….. grant planning permission for new buildings

  5. DNFDenmead Neighbourhood Forum Basic conditions for Neighbourhood Planning: • Conform with national policy • Conform with the strategic policies of the plan for the area (i.e. WCC’s Core Strategy) • Compatible with EU obligations • Compatible with human rights

DNFDenmead Neighbourhood Forum Winchester City Council Role :- • Advice on • translate regulations • procedure /process – compliance with statutory procedures • Content of the Neighbourhood Plan • Attend steering group meetings • Provide links with County Council/statutory agencies/service providers

DNFDenmead Neighbourhood Forum Winchester City Council Role :- • Share data • LDF evidence base • GIS map based data • Sustainability appraisal/equality impact assessment • Examination and referendum • Local Planning Authority has a legal duty to bring the Neighbourhood Development Plan into force

Plan - in its application : Sites for Affordable Homes; market housing; under-provision of recreational space; future burial ground space; Consolidate and expand commercial enterprises; Confirm the extent of the local Gap

  11. DNFDenmead Neighbourhood Forum • What kind of things will the Forum have do to prepare the Plan? • and how will it do it? • not only that, what’s the timescale?

  12. DNFDenmead Neighbourhood Forum There’s no pretending – there is a fair amount of work to be done, but there is help from WCC officers; DCLG; other Front Runners and ‘bought in’ expertise. And don’t forget to follow www.denmeadneighbourhoodplan.org.uk
