Facilities Management Division Mission Statement “To ensure that the citizens of New Mexico and state agencies receive the best value in design, construction and management of state-owned and leased facilities. To provide clean, safe, energy-efficient work environments for our employees and customers and to support the sustainability, energy efficiency, and capital improvement of state facilities.”
Facilities Management Division The Facilities Management Division (FMD); • Owns and manages 750 buildings of all types equating to approximately 6.8 million square footage, valued at over $83 billion in replacement cost • Manages property leases for 294 buildings @ 2.74million square footage, requiring nearly $50 million in annual rent payments throughout the State of New Mexico. • All State buildings and land are under the control of the Facilities Management Division with the exception of a few executive agencies and the legislative and judicial branches of government
ANA/CPPM Project Scope • The FMD has utilized the AiM Facilities Management system for several years in the O&M environment. • FMD is in need of implementing two (2) additional modules in support achieving several goals and objectives of their Strategic Plan and to address several program improvement areas that must be addressed • AiM provides the Assesment Needs Analysis (ANA) and the Capital Planning and Projects Management (CPPM) modules that will allow FMD to bring greater operational efficiencies and levels of compliance in capital project planning, spend, schedule, lifecycle asset management and facility conditions assessment to state government and the FMD agency customers
FY15 GSD Strategic Plan Goals and Objectives (statewide ) • Expand AiMutilization • Assess the condition of critical state facilities • Reduce statewide deferred maintenance. • Redesign the planning and funding process for capital projects. Strategies to Achieve Goals and Objectives • Incorporate life cycle asset management methodologies • Establish key performance indicators (KPI) that support the management of assets. • Incorporate continuous process improvement (CPI) methodologies. • Utilize the AiM system to manage: assets, statewide leases, facility management and maintenance, capital projects, and division performance.
FMD FY15 Performance Measure The FY15 Performance Measures are in alignment with utilization of the AiM ANA and CPPM system modules • Percent of Severance Tax Bond (STB) funded projects in design within six (6) months of approved budget. • Percent of Facilities Management Division capital projects on schedule and within approved budget. • Percent of preventative maintenance service requirements completed on time • Percent of time major facility equipment is operational.
ANA Project Summary Assessment and Needs Analysis (ANA)Module will provide; • A complete view and management capabilities for facility condition assessment that will improve FMD’s abilities to more accurately and realistically plan for deficiencies resolution and capital investment • Accurate and up-to-date facility condition assessment data • Real-time calculation and update of the FCI (facilities condition investment) not only at the building level but for systems • Elimination of redundant or double-entry data with data flow directly into CPPM • Ability to identify and manage Life Cycle Funding • Prioritization of deficiency need and asset renewal
CPPM Project Summary The AiM Capital Planning and Project Management (CPPM) solution will help FMD to; • Increase fiscal controls and improve financial accountability for capital projects….supported by DFA and LFC • Reduce their risk profile through improved regulatory compliance • Streamline capital planning and management processes to reduce CAPEX (capital spending or expense ( Money spent to acquire or upgrade physical assets such as buildings)) and • Improve rates of return from capital investments • Enable FMD to balance capital priorities with fiscal constraints and track projects to the proper level detail Together, the ANA and CPPM modules will provide; • Data analytics and management capabilities for accurate scope, schedule, and budget projections • Unification of property data, facility maintenance records, assessment information and project data. • Alignment with capital planning and outlay by improving access to shared data, reducing costs, and promoting greater transparency across the State Agencies.
