Process for Ratification on GOVERNMENT SIDE • Trying to amend some parts of the Basic Act for the Disabled Persons in January 2009 • Establishing the Ministerial Board for Disability Policy Reform, with Prime Minister as Head in Dec.2009. It aims at intensive systematic reform to change legal and administrative system to meet requirements leading to ratification. Mr. Higashi of DPI-Japan was appointed as the Head of Secretariat. • Starting discussion at the Committee for Disability Policy Reform that reports to the Board on matters pertaining to disability policy reform.
Process for Ratification on NGO SIDE • Creating an organizing committee for the 6th DPI World Conference at Sapporo, Japan, in 2002 by uniting major DPOs • Establishing the Japan Disability Forum in 2004 as outcome of the DPI World Conference, whose members are IDA member organizations at the national level in addition to National Social Welfare Council, etc. • Dispatching observers to the CRPD Ad Hoc Meetings • Opposing Government’s proposal to amend some parts of the Basic Act for the Disabled Persons in January 2009 as a gesture to harmonize the existing laws with CRPD • Proposing various changes for harmonization at the Committee for Disability Policy Reform

Major Issues FOR Discussion • Resistance of Ministry of Education to implement inclusive education • Ways to count employment quota including double count system applied for persons with disabilities and employment at sheltered workshop • Hospitalization of persons of psychiatric disabilities • Coverage of all persons with disabilities etc
