PROCESS FOR RATTIFICATION • Creation of Japan Disability Forum as outcome of 2002 DPI World conference at Sapporo, Japan • Members are IDA member organizations at the national level in addition to National Social Welfare Council, etc. • Dispatching observers to the CRPD Ad Hoc Meetings • Government tried to ratify CRPD by amending only a part of Basic Act for the Disabled Persons in January 2009, so that JDF stopped it until the major issues were solved
ONGOING DISABILITY POLICY PROCESS • Ministerial Board for Disability Policy Reform, with Prime Minister as Head in Dec.2009. It aims at intensive systematic reform to change legal and administrative system to meet requirements leading to ratification. Mr. Higashi of DPI-Japan was appointed as the Head of Secretariat. • Committee for Disability Policy Reform discusses and report to the Board on matters pertaining to disability policy reform.
PRINCIPLE OF DISABILITY POLICY REFORM • Right-based approach • Equal opportunities and rights to choose • A society respecting difference • Disability interpreted on the basis of social model • Independent living and necessary support • Building an inclusive society
MAJOR ISSUES TO DISCUSS • Resistance of Ministry of Education to implement inclusive education • Ways to count employment quota including double count system applied for persons with disabilities and employment at sheltered workshop • Hospitalization of persons of psychiatric disabilities • Coverage of all persons with disabilities
