Why are we here? • To produce the 98% finalised versions of the Concept, Operational MOU and Functional MOU. • Incorporate comments from NATO and Nations. • To allow Nations to bid on Posts.
How do we produce the 98% solution? • Frank and open discussion • Moderated discussion • Relaxed atmosphere • Amend documents on screen • Formal and Ad-Hoc comments • Break-outs if necessary

French versions: • One document • Two languages • Two Columns • Official Translation • Text added: • “One original of this MOU, written in the English and the French languages, each text being equally authentic, is signed.”
The Operational MOU • The formal legal document that establishes the COE. • Mission, Vision etcstay in the concept. • Contains detailed information all aspects of the operation. • Details how to join or contribute. • Does not have Manning table or Org chart, but does have a “participation table” • Signed only by Sponsoring Nations
The Functional MOU • The legal document that establishes the coordination of NATO activities at the COE. • A lot of the text comes from the OP MOU. • Contains detailed information on the functional relationship with NATO. • A reflection of all Sponsoring Nation’s + NATO Ideas and desires. • Signed by Sponsoring Nations and NATO
Technical Arrangement • (For Non NATO Nations, Industry, Academia etc) • The legal document that establishes the role of a Contributing Partner in the COE activities (An agreement between the COE SNs and CP.) • Contains detailed information of the contribution and what is expected in return. • A reflection of all Sponsoring Nation’s + CP Ideas and desires. • Signed by Sponsoring Nations and CP
What happens after the conference? • FN provides the Concept and MOUs for “Official” staffing in Sponsoring Nations. • FN is the “Change Authority” or Custodian for the final (2%) changes. • SNs seek authority to sign MOUs. • FN & ACT arrange Signing ceremony based on SNs staffing estimates.
