Conducted as a requirement of the National Environmental Policy Act (NEPA) Requires INDOT to analyze and evaluate the impacts of a proposed project to the natural and socio-economic environments Impacts are described in environmental document Environmental document was released for public involvement by INDOT on 4/27/10 SR 25 Maintenance Project

  12. Purpose and Need With the new Hoosier Heartland Corridor being constructed, INDOT’s Crawfordsville District and Tippecanoe County have agreed to have the state relinquish 10.9 miles (from I-65 to the Carroll County Line) of existing SR 25 to Tippecanoe County. SR 25 relinquishment projects

Purpose and Need (continued) It is the intent of these projects to meet the following guidelines established in INDOT’s Route Transfer Policy: Provide a pavement with at least a 10 year remaining life @ time of relinquishment Provide at least a 10 year deck life and 15 year substructure life on bridges Provide at least a 10 year remaining life on drainage structures, traffic control structures and lighting structures SR 25 relinquishment projects

Purpose and Need (continued) Tippecanoe County and INDOT have evaluated the condition of the road and drainage structures and have agreed upon the following improvements: HMA Overlay, Preventive Maintenance (remove the existing asphalt surface and replace with a new asphalt surface) Small structure repair – 10 separate locations Small structure replacement – 2 separate locations SR 25 relinquishment projects

  15. Design Criteria Existing SR25 is considered a minor arterial Traffic Volumes Current volumes: 11,000 vehicles per day After the Hoosier Heartland Corridor is open, this section of SR25 is expected to see a reduction in traffic to 1,700 vehicles per day in 2013. SR 25 relinquishment projects

  24. Description of Right-of-Way Approx. 5.0 acres of Permanent Right-of-Way Approx. 0.07 acres of Temporary Right-Of-Way for construction access is required There are no relocations with these projects Estimated Project Cost Preliminary estimate of $5.7 million SR 25 relinquishment projects

Maintenance of Traffic Road Closures will be required on 11 of the small structure locations One-lane restrictions with flaggers will be utilized at two of the small structure locations One-lane restrictions with flaggers will be utilized during the asphalt resurface. The official detour will utilize the new Hoosier Heartland Corridor. The existing county roads will provide unofficial local detouring around the closure locations. Communication and coordination of the closure locations and times will be critical (covered in more detail later in the presentation) SR 25 relinquishment projects

  26. Construction timeline Letting is scheduled for November 15, 2012 Minor construction preparation work will begin in early 2013. Major construction work will not start until after April 1, 2013 and will continue until November 2013. The larger small structure work will be staged during the summer months when school is out. However, given the number of small structures to be worked on, there will be road closures during the school year. The asphalt resurface will be constructed in late summer to fall after all of the small structure work is complete. SR 25 relinquishment projects

  27. Communication and Coordination of road closures: Signing will be placed in the field with a minimum 7 day prior notice of each closure. Changeable message boards will be utilized to provide more details Emergency Response Coordination The contractor and INDOT will coordinate with all the emergency responders prior to start of construction, prior to any location closure, and prior to any change in closure locations. School District coordination for school bus route changes Post Office coordination for route changes SR 25 relinquishment projects

Communication and Coordination of road closures: Closure segment CR550N to CR775E Close June 1 (when school breaks for summer) to June 30 Des 0200004 (located in Americus, 300 ft west of CR 775E) 10 day closure A31, A37, and A40 - 5 day closure for each CR550N does have a steep hill and CR450N or HH may be a better local detour CR 800N to CR 1000E Close July 1 to August 15 (when school starts again) Des 0800909 (1200 ft east of CR800N) – 21 day closure B19 - 10 day closure B20 - 5 day closure SR 25 relinquishment projects
