DVA REPORT EASTERN CAPE – JANUARY 2008 TO DATE The total number of Police Stations in the Eastern Cape Province is 197 including the satellite stations. From January 2008 to date the ICD, Eastern Cape Office working closely with the SAPS Provincial Office, conducted DVA Audits on 64 out of the 197 stations. The stations are rated according to the following criteria, contained in the DVA Monitoring Tool: • 0-49% - non-compliant • 50% - 79% - Fairly compliant • 80%-99% - Substantially compliant • 100% - Fully compliant. Out of the 64 stations visited, the compliance rate was as follows: 13 – Non-compliant 16 – Fairly compliant 24 – Substantially compliant 9 – Fully compliant 2 – No audit conducted, Station Commissioners not available on date of visit

FILLING OF VACANCIES In line with the ICD Strategic Business plan (2007-2010), vacant positions must be filled as soon as possible and at any rate within a period of three (3) months. The Provincial Office endeavours as much as possible to follow this objective to the latter. Although in most instances, vacant positions are filled within the three (3) month period, there are exceptional situations which make it impossible to fill in vacant positions within the stipulated three month period. The oganogram below indicates the number of personnel in the Provincial Office, vacant positions and our projections as to when they will be filled.

ESTABLISHMENT OF SATELLITE OFFICES The ICD has realized as early as the year 2005 the need for the establishment of Satellite Offices in order to extend its services to the most needy communities in South Africa. In the Eastern Cape potential Satellite Office locations have been identified as Mthatha, Port Elizabeth and Queenstown. These locations were decided upon as a result of the high number of complaints that were received in these areas. So far, because of budgetary constrains , only one office has been established and it is in Mthatha. This office was opened in May 2007 and officially launched in September 2007. It is servicing the former Transkei area which in itself is very huge and consists of 43 policing areas. The office is currently staffed by four (4) personnel in the following capacities: 1 X Principal Investigator 1 X Senior Investigator 1 X Case Analyst 1 X Admin Clerk (Vacant)
