  2. Partnership Proposal Format • Total proposal should not exceed 50 pages including figures, charts, photos, etc. • First 30 pages are the “meat” of the proposal • Additional 20 pages should cover bios, budget, related work, facilities description, etc. • Font will be Arial 12 pt.

  3. Partnership Proposal Format • TITLE of proposal • Selection of primary technical area • List secondary technical areas - if relevant • Principal investigator • Lead organization • Partner organization(s) • Budget required (by year)

  4. Partnership Proposal Format • Project Description (30 pages) • Summary/abstract (1 page) • Description • Project Objectives (2 pages) • Background (2 pages) • Technical Approach (10 pages) • Research Plan (14 pages) • Discussion of relevance to MASINT (1 page)

  5. Partnership Proposal Format • References (20 pages) • Personnel resources available – at least 50% of their time • Biographical sketches of primary participants (focus on background work relevant to MASINT) • Current and pending activities which are related/relevant to proposed efforts

  6. Partnership Proposal Format • Budget • Breakdown by year • Cost per organization (partner) • Cost of equipment (rental/purchase) • Laboratory/facility costs • Travel (2 trip/yr for consortium meetings) • Other miscellaneous expenses

  7. Partnership Proposal Format Facilities/Equipment & Other Resources • Laboratory facilities • Computer resources • Facilities not under lead organizational control • Classified processing capabilities
